Job Purpose: To support the Director of Building Control in the successful delivery of a technically robust, profitable, competent, customer and commercially focussed compliant service with particular focus on managing and growing the Complex & Commercial Building Control team. To provide support and engage in the commercial development of complex, commercial, mixed-use and special building control projects, working with other departments to maximise opportunity to meet and exceed growth targets. Effective application of building regulation knowledge and the efficient assessment and processing of building regulation applications and working with builders and/or technical staff to develop good customer relations, whilst leading a team of building control project managers and surveyors to achieve success.
Key Responsibilities:
- To oversee, manage, develop and grow a team of specialist building control professionals in the provision of primarily commercial, complex, mixed use and special building control functions, including the management of the ‘higher-risk building’ (HRB) run-off to agreed targets and relevant KPIs.
- To support the Director of Building Control in the promotion of MDWSS Building Control Services in accordance with agreed sales and business objectives relating to targeted growth for the complex and commercial team, developing relationships and undertaking necessary customer engagement/promotion to maintain and grow profit generating income.
- Take responsibility for own workload, including the assessment of building regulation applications for complex, commercial, high rise, and other non-residential building control applications.
- Acting as the primary contact for the client and designer(s) / principal designers during the design phase including any design amendments during the construction phase.
- Examining detailed drawings and supplementary information in accordance with specified procedures and performance targets for Building Control.
- Contribute to the assessment of building regulation applications for other type of developments where necessary.
- Assist in resolution by persuasion, negotiation and formal proceedings of problems relating to initial notices, design approvals, site work and final certificates.
- Where required to support team workload, undertake site inspections of ongoing or completed building work and attend sites as appropriate for pre-start, principal designer, principal contractor or client meetings.
- To support the Director of Building Control, Head of Building Control Technical Delivery and Head of Building Control Regulatory Operations in managing, leading and overseeing the building control function for suitable provision of resources, development of the business, achieving KPIs, monitoring developments and ensuring compliance with operational standards rules/professional conduct rules, whilst achieving profit in accordance with agreed Business Plan targets.
- To provide technical oversight of the operational Complex & Commercial Team in accordance with the Supervision and Technical Oversight policies, acting as the ultimate escalation point for day to day technical queries and issues as part of the supervision management structure.
- Considering queries and escalating to the MDWSS SLT Technical Policy Committee where necessary with the support of the Head of Building Control Technical Delivery and the Head of Building Control Regulatory Operations.
- Help to develop and maintain the technical and procedural auditing processes in association with the Head of Building Control Regulatory Operations, assisting with the system technical audits of surveyors/inspectors relevant to team to ensure the building control service meets quality standards, objectives and KPIs.
- To assist in the management of the provision of bespoke quotes for complex and commercial building control services as agreed by the Director of Building Control, ensuring quotes are generated, communicated and recorded in accordance with policy and KPIs.
- Support the Director of Building Control in identification, management and response to relevant building control complaints for successful resolution in accordance with agreed policies and processes.
- To liaise with the Head of Building Control Regulatory Operations in the successful development and formation of policies and procedures relative to the Complex & Commercial Team, as well as supporting in the development, management and operation of the company quality management system where necessary.
- Any other reasonable duties appropriate to the role.
Key Skills & Experience:
- Comprehensive knowledge and understanding of Building Regulations, associated legislation, technical/procedural guidance/rules and construction standards.
- Basic understanding of general insurance principals and terminology.
- Experience of working strategically, developing excellent processes and procedures.
- Experience of managing and leading remote teams.
- Ability to undertake site inspections to assess both quality and the cause/effect of building defects.
- Commercial awareness and ability to work as part of a team.
- Ability to meet deadlines and manage own workload within agreed parameters.
- Working knowledge of MS 365 suite of apps (Word, Excel, Outlook, SharePoint for example).
- Ability to create good working relationships with other construction professionals and work effectively with members of the public.
Qualifications & Educational Requirements:
- Fully Qualified Surveyor (MRICS, MCABE, MCIOB or similar) with management experience desirable.
- Class 3G and 3H registered Building Inspector.
- In addition, Class 4 (Technical Manager) registered Building Inspector would be desirable or be willing to work towards attainment.
