We are proudly representing our public sector client based in Darlington. They are currently looking for a Surveying and Purchasing Officer to join their team. If you are interested and meet the person specification of the job role, please apply below.
The Job you will be doing;
- Responsible for the accurate gathering of prices or quotations for goods and services, timely order processing for capital works and maintenance projects and internal purchasing requests
- Arranging the hire or purchase of equipment, machinery to support wider projects.
- Administration and monitoring of purchasing and purchasing reconciliation, providing pre-defined reports as required.
- Preparation and submission of procurement board requests including non-competitive forms in line with current procedure rules
- Monitor non contract purchasing to ensure compliance with contract procedure rules and current EU legislation.
- Assist with managing supply contracts, arranging and supporting meetings with contracted suppliers and contractors, providing management information to inform of service issues requiring remedial action.
- Creating orders and monitoring receipts.
- Manage credit card purchases (registered in your name), in accordance with current policy, including challenging requests and verifying purchases against the bill/statements.
- Dealing with enquiries from suppliers, contractors and internal customers.
- Preparation of estimates including limited design input and measurement of works on site.
- Assisting with the pricing of tenders and larger estimates including preparation of valuations, advising and highlighting potential issues.
- Contribute to the preparation of new tenders, advising and highlighting potential issues.
- Assist in the production of documentation, specification, tendering and negotiation to award of contracts.
- Assisting in the production and maintenance of target hours for all areas of work to enable performance monitoring.
- Ensure data is entered into relevant IT systems and monitoring of invoice data
- Checking and processing of invoices, dealing with suppliers/contractors on invoice queries.
- Provide cover as and when required to other areas on priority functions of a similar nature.
- Monitoring of workload, ensuring completion within targets, reporting any issues to your line manager appropriately.
- Prepare for new works including raising of job numbers, collating information to generate target hours for productivity monitoring and raising of sub-contract orders.
- Assist with obtaining and issuing basic health and safety file information.
- To comply with health and safety policies, organisational statements and procedures, report any incidents / accidents/ hazards and take a pro-active approach to health and safety matters to protect yourself and others.
- Any other duties of a similar nature related to this post that may be required from time-to-time.
About You
- Four GCSEs or equivalent to include Maths and English (Grade A*-C)
- Working towards full membership of CIPS/CIOB or equivalent procurement/construction professional body
- Previous experience of working in procurement or quantity surveying in a large organisation
- Experience of providing procurement advice
- Experience of setting up and maintaining systems
- Experience of pricing tenders and estimates including preparation of valuations
- Able to work successfully as part of a team and communicate both orally and in writing
- Ability to plan, organise and prioritise own work with a minimum of supervision and to strict deadlines, communicating clearly with service managers
- IT Literate, capable of using MS Word / Excel and office packages
- Ability to interpret financial information
- Ability to undertake independent research
- Ability to interpret policy and procedures to meet procurement criteria and give recommendations and advice
- Can work under pressure and be self-motivated
- Be able to demonstrate a high level of customer service and be flexible to a fast-changing working environment
- Communicate at ease with customers and provide advice
