Cyber Security Manager
Location: Adelaide Street, Belfast
Hours: 37.5 hours per week (Monday to Friday: 9am to 5pm) with 30min lunch.
Salary: £22.65 per hour

About the Role:
MPA Recruitment are working in partnership with the Northern Ireland Housing Executive to recruit a Cyber Security Manager to join the IT Operations Team. This is a key leadership role responsible for strengthening cyber security maturity, driving best practice, and ensuring the organisation\'s digital environment and services are secure, resilient, and fully compliant.
You will work closely with the IT Operations Manager and wider IT teams to lead cyber security strategy, incident response, governance, risk management, awareness programmes, and continual improvement across the organisation.
Key Responsibilities:
- Lead the Housing Executive’s cyber security operations and strategic roadmap.
- Develop, implement and maintain cyber security policies, standards, and procedures.
- Identify, assess and mitigate cyber risks, ensuring alignment with legislation and industry standards.
- Manage cyber security incidents, vulnerability management, and third-party security reviews.
- Monitor emerging threats and provide expert guidance to senior leadership and stakeholders.
- Oversee security assurance activities including GovAssure submissions and internal/external audits.
- Ensure security requirements are embedded in all IT projects and service delivery processes.
- Lead and develop the Cyber Security team, supporting training, performance, and wellbeing.
- Communicate security principles clearly across technical and non-technical audiences.
What We’re Looking For:
Essential:
- Minimum 3 years’ experience within the last 5 years working in a Cyber Security Management role in a large organisation, OR
- Demonstrated experience across 4 of the 5 areas below:
- Cyber security architecture, governance, compliance, and embedding security into IT functions.
- Providing strategic and operational cyber security leadership.
- Managing cyber security strategy, risk assessments and roadmaps.
- Contributing to delivery and leadership of cyber security initiatives.
- Hands-on experience in incident response, cyber improvement programmes and policy development.
- Strong working knowledge of security frameworks such as: GovAssure, NCSC, ISO27001, Cyber Essentials, Cloud Security Principles.
- Excellent communication skills with the ability to influence and engage stakeholders.
- Analytical, problem-solving approach with ability to work under pressure.
- Full UK driving licence (or ability to meet mobility needs of the post).
Desirable:
- A relevant IT/Cyber qualification (e.g. Degree, CISMP, CISSP, Cyber Security certification, ITIL).
