About the role
As Health & Safety Manager, you'll lead the Council's Corporate Health & Safety Team and act as the organisation's competent person under the Management of Health & Safety at Work Regulations. You'll provide strategic, specialist advice to elected Members, Chief Officers, schools and service managers, ensuring consistent best practice and compliance with national and European legislation. Your work will include:
- Developing and maintaining corporate H&S policies, procedures and frameworks
- Leading on audit, monitoring and performance management across all service areas
- Using data and trends to design proactive and reactive interventions
- Supporting organisational change through risk assessment and strategic guidance
- Working closely with Occupational Health, HR, trade unions and external regulators
- Representing the Council at meetings, working groups and national bodies
- Managing and developing a small, committed H&S team (GR12, GR10, GR8 + apprentice)
This is a strategic leadership role with real influence - helping the Council modernise its approach, strengthen governance, and embed a consistent, positive safety culture.

About you
You’ll thrive here if you’re collaborative, confident and able to build strong relationships at every level. You’ll bring:
- NEBOSH Diploma (or equivalent Level 6 H&S qualification)
- Chartered IOSH (CMIOSH)
- Senior‑level experience in Health & Safety management
- A strong track record of policy development, governance and strategic leadership
- Experience managing or developing a team
- Excellent communication skills, with confidence advising senior leaders
- Ability to travel throughout the County Borough as required
Experience in local government is welcome but not essential - backgrounds in housing, education, NHS, consultancy, engineering, manufacturing or corporate environments all translate well.
