Do you lead frontline services that communities rely on every day? When waste is collected on time, streets are clean and parks are well cared for, people notice. These services are highly visible, politically sensitive, and essential to daily life - and strong leadership makes all the difference.

Moxie People are proud to be partnering with Rhondda Cynon Taf County Borough Council to recruit a Head of Streetcare Services, a senior leadership role within the Council’s Environmental Services division.

Reporting to the Service Director, you’ll provide strategic and operational leadership across Waste Services, Public Spaces (cleansing and parks), and Facilities Cleaning. You’ll lead experienced service managers and large multi‑disciplinary frontline teams, ensuring services are safe, compliant, well‑planned and consistently high‑performing. You’ll play a key role in modernising services, driving cultural change, improving performance and preparing the service for future environmental and legislative challenges.

You’ll work closely with elected members and senior officers, prepare and present reports to scrutiny and committee, manage revenue and capital budgets, and lead service planning, performance management and change activity. Streetcare in RCT covers the full public‑realm portfolio: waste and recycling collections, street cleansing, grounds and parks maintenance, and the Council’s facilities cleaning service. This is a fully on‑site role based at Tŷ Glantaf, Unit B23, Taffs Fall Road, Treforest Industrial Estate, Pontypridd. Hybrid working is not available due to the operational nature of the services.

You’ll be a confident operational leader with experience managing large, diverse teams delivering frontline services. You’ll understand the sensitivities of public‑facing services and the statutory responsibilities that sit within environmental services, or be able to quickly get to grips with legislation such as the Environmental Protection Act and Clean Neighbourhoods & Environment Act. You’ll be confident using data, KPIs and service plans to drive performance, identify trends and make evidence‑based decisions. Experience across waste, cleansing, parks or facilities cleaning, with depth in at least one area, is essential. You’ll be skilled at building relationships with communities, partner agencies and regional networks. This role would suit an experienced Service Manager or Operations Manager looking to step into a Head of Service position, bringing strong operational leadership and a track record of delivering change.
