You will provide strategic leadership across Waste Services, Public Spaces (Cleansing & Parks) and Facilities Cleaning, playing a key role in delivering the Council's Environmental Services agenda and wider transformation programme. Your work will have a direct, lasting impact on residents, communities and businesses across Rhondda Cynon Taf.

About the role
- Provide strategic leadership and direction across Waste Services, Public Spaces and Facilities Cleaning
- Lead and manage significant financial, human and physical resources, ensuring value for money and high performance
- Drive innovation, service improvement and cultural change in line with the Council's Corporate Plan
- Ensure full compliance with statutory duties including the Environmental Protection Act 1995 and Clean Neighbourhoods & Environment Act 2005
- Lead performance management, service planning and delivery against local and national targets
- Develop and maintain effective partnerships with elected members, neighbouring authorities, statutory bodies and third-party organisations
- Advise senior officers and elected members on all matters relating to waste, recycling, environmental enforcement and public spaces
- Represent the Council at external forums, scrutiny, cabinet and council meetings
- Deputise for the Service Director when required and represent the service at Tactical (Silver) Command when necessary
About you
You will be a confident, politically aware leader who can balance strategic thinking with operational delivery. You are likely to bring:
- Significant experience leading multi-disciplinary operational services in a complex environment
- Strong knowledge of environmental services, public realm, waste or related disciplines
- Proven experience managing large budgets, workforce planning and performance frameworks
- A clear understanding of local government decision-making and working with elected members
- The ability to lead change, drive improvement and foster a high-performing, collaborative culture
- Experience of partnership working, external funding and stakeholder engagement
- A relevant professional or management qualification is desirable, as is experience of leading services with a high public profile.
