Moxie People are supporting a respected Welsh housing provider who are looking for an experienced M&E Compliance & Project Delivery Surveyor to join their newly shaped Asset Delivery function on a 12‑month fixed‑term contract.

This is a hands‑on, technical role delivering safety‑critical M&E compliance programmes across a busy housing portfolio. You'll oversee gas servicing, heating upgrades, electrical testing programmes and wider statutory compliance works - ensuring every project is delivered safely, efficiently and in line with landlord obligations.

What you'll be doing

You'll take ownership of a portfolio of M&E compliance and capital investment schemes, including:

• Annual gas servicing and heating upgrade programmes
• Electrical testing, remedial works and cyclical compliance activity
• Safety‑critical installations and replacements
• Wider statutory compliance projects across occupied domestic properties

Your work will centre on technical oversight, contractor performance, statutory compliance and programme delivery. You'll ensure works match specifications, drawings and safety standards - spotting issues early and driving resolutions.

Key responsibilities include:

• Delivering multiple M&E compliance and capital projects from pre‑contract through to completion
• Managing cyclical compliance programmes and ensuring statutory KPIs and landlord obligations are achieved
• Carrying out detailed site inspections and verifying works against technical standards
• Documenting progress through reports, photos and defect logs
• Leading contractor performance management - quality, safety, programme and cost
• Preparing specifications, tender documents and supporting procurement activity
• Ensuring compliance with GSIUR, BS7671, CDM, Building Regulations, asbestos regulations and other statutory requirements
• Monitoring budgets, verifying valuations and certifying payments
• Tracking KPIs and signing off completed works
• Communicating clearly with residents, leaseholders and private occupants
• Working collaboratively across Asset Investment, Compliance and wider Property & Place teams

This is a role where you'll be trusted to work independently, manage your own workload and maintain high technical standards across a varied programme of compliance‑led works.

What we're looking for

We're looking for a technically strong surveyor with experience delivering M&E, gas, electrical or compliance‑led projects in a housing, contracting or regulated environment.

You’ll need:

• Experience delivering domestic heating, gas servicing, electrical testing or compliance remedial programmes
• Strong project management skills
• Ability to write specifications, prepare tenders and manage contractors effectively
• Good IT skills (Excel, databases, MS Office) and confidence analysing reports
• Strong communication skills and a customer‑focused approach
• Knowledge of GSIUR, BS7671, CDM, Building Regulations, asbestos regulations and wider compliance frameworks
• HNC/HND in a construction discipline (or equivalent experience)
• SMSTS (or equivalent)
• Full UK driving licence and access to a vehicle
