Role purpose
We are seeking an experienced PMO Reporting Manager to lead portfolio-level reporting across a complex major projects environment. This role will be responsible for producing clear, accurate, and decision-focused reporting that gives senior leaders confidence in programme and portfolio performance.
The successful candidate will bring a strong project controls background, with deep expertise in Earned Value Management (EVM), integrated performance reporting, and major project controls. They will be able to turn complex data across cost, schedule, risk, change, and delivery performance into high-quality reporting and insight for executives, programme leadership, and governance forums. This is not a pure reporting role. It requires someone who understands the controls behind the numbers, can challenge data quality, and can ensure reporting is grounded in robust project controls discipline.
There will be a need to be on client site 2-3 days a week.
Key responsibilities
- Lead the development, production, and continuous improvement of portfolio-level reporting across major projects and programmes.
- Own the reporting cycle for executive, PMO, and governance forums, ensuring outputs are timely, accurate, and decision-ready.
- Apply strong Earned Value Management principles to assess and report project and portfolio performance, including trend analysis, variance analysis, forecast position, and performance indices.
- Integrate data from cost, schedule, risk, change, and progress sources to provide a coherent view of delivery performance.
- Develop and maintain reporting standards, templates, governance, and controls to ensure consistency across the portfolio.
- Work closely with project managers, project controls managers, planners, cost engineers, and PMO teams to validate data and improve reporting quality.
- Provide insight and narrative, not just data, highlighting key issues, emerging risks, performance trends, and required management actions.
- Support senior stakeholders with reporting for investment decisions, governance boards, portfolio reviews, and client reporting.
- Drive improvements in reporting processes, systems, automation, and data visualisation to improve efficiency and insight.
- Ensure reporting aligns with established controls baselines, change control, and governance requirements.
- Challenge inconsistencies, weak narratives, and poor-quality data, ensuring reported information is credible and defensible.
- Mentor and support reporting and controls staff where required, helping raise reporting maturity across the organisation.
- Define and evolve the Reporting-as-a-Service model, including service catalogue, processes and roles.

Essential experience
- Significant experience in a PMO reporting, project controls, or portfolio reporting leadership role within a major projects environment.
- Strong background in project controls, including cost, planning, change, and performance management.
- Proven expertise in Earned Value Management (EVM), including practical application at project and portfolio level.
- Experience producing reporting for major projects, programmes, or portfolios, ideally in complex or regulated environments.
- Demonstrable experience of reporting to senior leadership, executives, and governance boards.
- Strong understanding of how to integrate schedule, cost, risk, and progress data into one performance picture.
- Experience improving reporting frameworks, reporting cycles, and reporting quality across multiple projects.
- Strong stakeholder management skills, with the ability to challenge constructively and influence senior delivery teams.
Essential knowledge and skills
- Expert knowledge of EVM metrics and analysis, including CPI, SPI, CV, SV, VAC, EAC, ETC, and trend forecasting.
- Strong understanding of major project controls frameworks and portfolio reporting principles.
- Excellent ability to translate complex performance data into concise, clear, executive-level reporting.
- Strong analytical skills, with the ability to identify performance signals, inconsistencies, and emerging issues.
- Advanced reporting and data presentation capability, including dashboards and management packs.
- Strong Excel and reporting tool capability; experience with tools such as Power BI, Primavera P6, SAP, Oracle, PRISM, or equivalent would be advantageous.
- High attention to detail and strong quality mindset.
- Strong written and verbal communication skills.
- Ability to operate confidently across both strategic and detailed delivery discussions.
Desirable experience
- Experience in sectors such as infrastructure, nuclear, defence, engineering, energy, transport, or other major capital delivery environments.
- Experience working in a portfolio PMO or enterprise reporting environment.
- Knowledge of governance and assurance requirements in complex delivery settings.
- Experience of delivering reporting automation, digital reporting solutions, or data integration initiatives.
- Professional qualifications in Project Controls, PMO, Project Management, or related disciplines.
Qualifications
- Degree or equivalent experience in project management, engineering, construction, business, or related discipline.
- Relevant professional qualification desirable, such as:
- PMP
- APM
- Association for Project Management / Project Controls qualifications
- AACE or equivalent project controls certification
