MMBC is an integrated design and construction business operating across long-term water and environment frameworks. The Regional Technical Officer will help shape the next chapter of our technical ambition: building capability ahead of need, turning knowledge into repeatable advantage and enabling teams to conceive, prove and scale engineering solutions that deliver better outcomes for clients, communities and the environment.

The Regional Technical Officer is MMBC’s senior integrator for technical excellence. Accountable for regional performance across the P&TE (Professional & Technical Excellence) Foundations, Networks and Programmes, the RTO connects strategy with delivery and creates the conditions in which excellent engineering can thrive from early thinking and optioneering through design, construction, commissioning and operational learning.

The role is not simply a custodian of standards. It is a visible catalyst for ambition: challenging MMBC to compete on value, ingenuity and whole-life outcomes; strengthening self-delivery capability; and converting learning, data and technology into safer, more resilient and more efficient solutions.

The role of a Regional Technical Officer includes:

  • Set direction: own the regional technical strategy and multi-year roadmap; translate ambition into funded plans, priorities and measurable outcomes.
  • Grow capability: create clear development pathways, practical learning and active mentoring; use future workload and capability data to target investment.
  • Connect expertise: enable Discipline Leaders, ECPs and specialists to form inclusive networks that share knowledge and mobilise support.
  • Accelerate innovation: establish a disciplined route to discover, test, assure and scale engineering solutions, standard products and reusable methods.
  • Use technology responsibly: champion data, automation and AI with appropriate human oversight and technical integrity.
  • Strengthen delivery: embed proportionate governance, escalate complex risks early and help project teams resolve significant technical challenges.
  • Turn insight into action: use performance evidence and lessons learned to improve standards, learning, bids and project delivery.
  • Build reputation: strengthen client confidence and MMBC’s external standing through collaboration, partnerships and thought leadership.

What you’ll need:

  • Strong engineering or technical background, ideally with chartered or equivalent professional status.
  • Credible leadership experience in multidisciplinary design, construction, infrastructure or asset delivery.
  • Proven ability to influence senior stakeholders and mobilise distributed teams without formal authority.
  • Experience building capability, leading improvement and embedding innovation into business-as-usual delivery.
  • Sound understanding of technical governance, assurance, risk and commercial project delivery.
  • Evidence-led programme leader who is ambitious, inclusive, curious, pragmatic, courageous and trusted.

Mott MacDonald Bentley is a joint venture business, established in 1999 between civil engineering contractor JN Bentley and global management consultancy, Mott MacDonald. Mott MacDonald Bentley offers fully integrated design and build services to its clients, combining the contracting expertise of JN Bentley and the design specialisms of Mott MacDonald. This role is employed by Mott MacDonald but will involve working across the joint venture business, both with Mott MacDonald and JN Bentley colleagues.
