The Advisory and Programme Delivery (APD) unit delivers management services across all sectors that Mott MacDonald operates in the Built Environment, Defence, Energy, Water, Transportation and Health & Care. The unit delivers services to projects ranging in scale and complexity up to ÂŁ20bn, through the technical disciplines of Programme Management, Project Management, Project Controls, Scheduling, Cost Management, Estimating, Infrastructure Finance, Management Consulting, Digital Consulting and Education, Health and Care Management.

Our environment and water portfolio is largely a UK‑based business delivering project, programme and commercial management services to regulated water/wastewater clients and the Environment Agency. The work spans the entire project lifecycle, from pre‑contract cost estimating and benchmarking to post‑contract QS services and commercial assurance. Projects and programmes include capital projects ranging from several hundred thousand pounds to major programmes worth over £0.5 billion. Additionally, we house a cost intelligence service that provides expert advice across all sectors on inflation and indexation.

Responsibilities

  • Support Water Companies in delivering large capital programmes, providing an essential service, and improving the environment.
  • Provide commercial support to a large project or programme of works.
  • Ensure robust estimates are provided that are aligned to scope and make due allowance for all risks and opportunities.
  • Manage commercial inputs to the procurement process, including developing and agreeing strategies.
  • Contracts are properly managed in accordance with contract requirements, including compliance with all communication, payments and programme submissions.
  • Ensure robust cost management is undertaken at all times.
  • Proactively manage project and programme risk, ensuring mitigation plans are in place and implemented.
  • Develop strong client relationships across the organisation.
  • Monitor that technical solutions meet technical standards, legal obligations and client requirements.
  • Use a systematic approach to critically examine the situation from different perspectives.
  • Gather relevant information from different sources to reach a decision.
  • Generate and weigh the different options in arriving at decisions.
  • Weigh the risks and consequences of all options.
  • Make well‑reasoned, sound and timely decisions based on the needs of the situation, the clients and the team member.
  • Involve and consult those affected by the decision.
  • Maintain and build on existing client relationships to anticipate needs.

Required Skills and Experience

  • Chartered Surveyor, ideally MRICS, with a degree or equivalent in Quantity Surveying.
  • Experience working with NEC Contracts and other target cost or cost‑reimbursable contracts.
  • Experience delivering commercial and contractual elements of heavy infrastructure projects.
  • Experience in contract management.
  • Demonstrated background working within a consultancy or main contracting environment.
  • Ability to prioritise and work under pressure.
  • Ability to establish and maintain good working relationships with clients and colleagues.
  • Excellent presentation and communication skills.
  • Ability to demonstrate a flexible approach to work.
  • Technically and commercially aware, able to deliver on all post‑contract service delivery and solve problems.
  • Proactive and self‑motivated.
  • Strong commercial knowledge.
  • Effective time management – efficient and adding value to projects.
  • Customer focus – ability to engage in sound relationships with the customer project team.
