Role Overview: To manage the operational delivery of training across the organisational rail sector training provision. The Resource Manager (Rail) is responsible for the performance, management and professional development of the trainers and delivery staff, ensuring training delivery meets the standards of awarding organisations, regulatory bodies and the organisation’s internal quality framework. The role ensures training delivery remains consistent, compliant and professional across the rail programmes while working collaboratively with the compliance team to maintain alignment with governance, quality assurance and regulatory requirements.

Role Responsibilities:

  • Maintain overall operational accountability for trainer performance and delivery standards across the rail sector of the training provision.
  • Manage day‑to‑day training delivery across the rail training programme.
  • Responsible for the daily coordination and support of trainers.
  • Allocate trainers to delivery activities based on competence and availability.
  • Monitor trainer performance and delivery standards.
  • Undertake trainer observations and provide developmental feedback.
  • Ensure trainers deliver using approved materials and procedures.
  • Maintain oversight of trainer competence and authorisation status.
  • Ensure trainers maintain appropriate CPD relevant to their delivery areas.
  • Lead trainer standardisation activities to maintain consistent delivery standards.
  • Manage operational improvements arising from quality assurance findings.
  • Work collaboratively to address and improve quality issues.
  • Ensure corrective actions arising from audits or compliance reviews are implemented operationally.

Key Accountabilities:

  • Accountability for all trainers and training delivery across the organisations rail training provision sector.
  • Operational leadership of the trainer workforce includes performance management, support and development.
  • Ensuring rail training delivery meets awarding organisation standards and organisational procedures.
  • Management of trainer competence, CPD and standardisation arrangements.
  • Implementation of operational improvements arising from quality assurance findings or compliance reviews.
  • Coordination with the compliance function to ensure delivery practices align with governance frameworks and regulatory expectations.
  • Responsible for the management of rail competence sponsorship through the Sentinel system, ensuring all staff holding Sentinel competencies are appropriately sponsored and monitored in line with scheme requirements.
  • Support the Training and Compliance Manager in the delivery of the Internal Quality Assurance (IQA) and verification programme, including training observations, sampling of delivery documentation and review of course materials.

Required experience and understanding:

  • Experience managing teams within regulated environments.
  • Good understanding or willingness to learn awarding organisation requirements and quality standards.
  • Experience conducting trainer observations and supporting trainer development.
  • Understanding quality assurance processes including internal verification and standardisation.
  • Ability to work collaboratively with compliance and governance functions.
  • Working towards a recognised Internal Quality Assurance qualification (for example Level 4 Award in Internal Quality Assurance of Assessment Processes and Practice or equivalent).

  • Reports to: Training and Compliance Manager Delivery.
  • Direct Reports: Track Safety and PTMP trainers.
  • Trainer Line Management: Trainers / Assessors.

  • Training and Compliance Manager Delivery; Compliance Coordinator; Compliance Administrators; Head of Operational Support.
