Our client Scottish Power Renewables are currently recruiting for a Lead Marine Coordinator to join their team based in Lowestoft on a contract basis initially in a rotational 2 weeks on and 2 weeks off basis. Ideally for this role they are looking for someone with a strong Marine Coordinator background with experience working within offshore wind. For more information on this role see below: Main Purpose of Job • The Lead Marine Coordinator will support site operations by managing and coordinating the safe, efficient and cost-effective transfer of personnel and equipment from the onshore base to the offshore work sites via marine vessels and helicopters. • Assist in onboarding and vessel assurance processes for all project vessels. • Lead a team of Duty Marine Coordinators to ensure offshore operations are conducted as defined in project documentation. • Ensure vessel usage is optimised to limit downtime and keep accurate records of any such downtime. • Ensure QHSE policies and procedures are maintained during the offshore works. • Responsible for ensuring all EA2 ATWs are complied with. • Directly support all packages with onshore and offshore logistics planning. • Ensure SPR interests are protected both onshore and offshore. • Maintain awareness of contractors on site and all relevant contractor team leaders. • Ensure external notices, such as Notices to Mariners and other consent-required marine operations information, are distributed. Key Tasks • Plan, coordinate and supervise activities related to the transfer of personnel and equipment by vessels and/or helicopter to ensure this is carried out safely, efficiently and cost-effectively. • Manage work control through the Authority to Work system to ensure permits are in place for planned operations. • Prepare Notices to Mariners, Weekly Notice of Operations and H102s for approval. • Support the planning of work schedules to maximise the effective use of personnel and transfer vessels/helicopters. • Adhere to approved access parameters, taking account of weather forecasts, sea conditions and light conditions to ensure consistent go/no-go and stand-down decisions. • Ensure training and inductions in the marine coordination system are completed before offshore transfer. • Initiate the Emergency Response Plan when required and assist according to incident tier level. • Liaise with ABP Lowestoft regarding daily operations. • Ensure adherence to all health and safety procedures associated with maritime and offshore working. • Lead a team of Duty Marine Coordinators ensuring that 24/7 cover is provided. • Ensure the duty rota is managed and kept up to date, and that the management team is informed of any gaps. • Regularly update management regarding site activities, issues and challenges. • Ensure efficient utilisation of all vessels on charter to minimise non-productive time. • Coordinate all marine traffic on site and vessels transiting between site and main port. • Monitor all vessel and personnel movements offshore using the Personnel Tracking System and Vessel Tracking System. • Ensure the location of all personnel offshore is known should an emergency situation arise. • Ensure all personnel going offshore are suitably qualified and hold the necessary certification. • Assist site management with daily issues and daily, weekly and monthly reporting. • Participate in daily coordination meetings and, where required, chair meetings on behalf of the OIM. • Clarify interfaces and potential interferences with contractors involved, liaising with the OIM on works prioritisation where necessary. • Support Offshore Installation Managers in all windfarm activities and operations. • Prepare the daily SIMOPS board with all contractors and associated ATW requests, identifying any SIMOPS or clashes. • Attend meetings with the project team, vessel agents and SHE-Q officer to evaluate progress and outstanding issues. Key Criteria Essential • Experience of working in a lead marine coordination role, with a minimum of five years as a Marine Coordinator. • Previous experience working in the offshore wind industry. • Excellent communication skills, with the ability to communicate smoothly and efficiently with stakeholders at all organisational levels. • Strong health and safety knowledge, ideally within an offshore working environment. • Offshore marine or helicopter coordination experience, including knowledge of safety rules. • Certified VHF operator certificate. • Knowledge of applicable marine, aviation and port regulations. • Good IT skills, including Microsoft Office. • Excellent interpersonal skills. • Proactive and diligent approach. • Ability to work under pressure and to tight deadlines. • Ability to work within an international and multidisciplinary team.
