Our client Scottish Power Renewables are currently recruiting for an OFCS Principal Contractor Representative to join their team based in Lowestoft on a contract basis initially. Ideally for this role they are looking for an experienced Principal Contractor Representative with a background in Offshore Convertor Stations in the Renewables field. Main Purpose of Job
The Principal Contractor Representative (PCR) is the offshore representative of the appointed Principal Contractor for the OFCS. The role is responsible for ensuring that all construction, installation, and associated temporary works undertaken offshore are planned, permitted, coordinated and executed in full compliance with the Construction (Design and Management) Regulations 2015 and SPR Site Management Documentation. The PCR provides leadership for all Principal Contractor duties offshore, controls the Authorisation to Work / Permit to Work process, and chairs SIMOPS governance to ensure safe coordination of activities. The PCR shall work alongside the Offshore Converter Station Platform Manager who has overall responsibility of the asset, and ensure close collaboration with the commissioning team to ensure efficient and safe reviews of electrical and commissioning activities.
The PCR shall ensure site procedures associated with access, permitting, reporting and emergency are implemented appropriately and followed. They will review appropriate provisions on the asset for compliance, and ensure suitable process is in place and aligned with field requirements.
β€’ Provide offshore leadership for all Principal Contractor activities, ensuring construction works are effectively planned, coordinated and executed safely.
β€’ Lead the implementation of the Construction Phase Plan offshore and ensure compliance with CDM 2015 requirements at all times.
β€’ Hold final approval authority for construction Authorisation to Work / Permit to Work (ATW/PTW) and ensure effective control of work execution.
β€’ Chair SIMOPS planning and governance meetings, ensuring safe coordination of simultaneous activities and effective interface management between contractors.
β€’ Ensure construction activities are carried out without compromising personnel safety, platform integrity, or operational readiness.
β€’ Work in close collaboration with the Offshore Converter Station Platform Manager, who retains asset custody and emergency authority, ensuring clear division of roles and aligned decision-making.
β€’ Provide visible safety leadership, reinforcing high standards of offshore behaviour, compliance, and
accountability.
Key Tasks
β€’ Act as the offshore representative of the appointed Principal Contractor under CDM 2015.
β€’ Discharge Principal Contractor duties offshore, including implementation of the Construction Phase Plan.
β€’ Control and authorise the ATW / PTW system for all construction activities on the OFCS.
β€’ Chair SIMOPS meetings and issue meeting minutes and actions.
β€’ Ensure RAMS, work packs, welfare, competence and supervision arrangements are suitable and maintained.
β€’ Monitor compliance with CDM, project procedures and offshore safety rules.
β€’ Coordinate contractor interfaces and deconflict construction activities.
β€’ Exercise stop-work authority for unsafe construction activities.
β€’ Promoting a strong, clear and positive health and safety culture for all primary activities, and secondary activities including interfaces
β€’ Create and issue Daily Progress Reports, ensuring all pertinent project information is captured within.
β€’ Create and issue weekly/monthly internal progress reports.
β€’ Complete any incident/accident reports as required, and ensure regular updates of such until closed out.
β€’ Ensure a robust handover between platform managers and other key positions pertaining to the OFCS
Key Criteria
β€’ Robust understanding of CDM 2015 regulations, especially in relation to the requirements of the Principal Contractor within the offshore environment.
β€’ 8 years of documented experience within construction management, preferable large scale offshore wind farm projects
β€’ 8 years of documented leadership experience
β€’ 8 years of documented experience within HSE Management and
β€’ Willing and able to travel independently to our other sites and partner sites as required.
