Morson Edge are working on behalf of a major player within the Energy Sector who have a current (contract) requirement for a Construction Design & Management (CDM) Advisor, to join their established site-based team in Somerset. This is a uniquely interesting opportunity to contribute towards one of Europe's largest infrastructure/construction Projects. Job Purpose / Overview

The successful applicant will be a key member of the wider Technical Branch of the Joint Design Office (JDO). For design changes made at the construction site, these duties are discharged through the JDO to ensure that CDM regulations are complied with. The role of the CDM team within the Technical Authority is to ensure compliance, provide expert advice and deliver training to the wider design teams to ensure the regulations are adhered to.

Typical Accountabilities

  • Regularly monitor, measure, analyse and review performance in implementing the requirements of the Standard.
  • Ensure information from all relevant Design Risk Registers, including Package DRRs and Integrated DRRs is assembled into a Master Design Risk Register.
  • Provide the Pre‑Construction Information they receive from the Client or other Designers to the appropriate parties e.g. Principal Contractor, Contractors and other Designers.
  • Prepare the Pre‑Construction Information document for inclusion in the Invitation to Tender and update during the project and issue to relevant parties as required.
  • Agree the format and content of the Health and Safety File documentation with the Programme Manager.
  • Engage with the Designers and the Principal Contractor to explain the expectations of the Health and Safety File.
  • Review the content of the Health & Safety File with Designers after the Invitation to Tender review has been completed and after any design changes that impact on the health and safety of the design thereafter.
  • Open the Health and Safety File at the start of each package of work and agree a schedule for the delivery of the information with the Designers and the Principal Contractor.
  • Update the Health and Safety File as the project progresses through design development and the construction phase with information supplied by the Designers, Principal Contractor or Contractors.
  • Assess Designers and confirm that they have eliminated hazards and reduced risks remaining in the design of the permanent and temporary works.
  • Engage with the Designers to ensure that they have arrangements in place to monitor and satisfactorily close out any design changes that impact the health and safety of the design that arise during the construction phase.
  • Ensure the design to be reviewed on a regular basis and agree a review schedule with the designers.
  • Ensure temporary construction works are considered.

Criteria: Qualifications & Experience

  • Professional qualifications and membership of a recognised construction related organisation (e.g. CIBSE, ICE, IEE, IMechE, IStructE, RIBA, etc.)
  • Validated Continuing Professional Development (CPD) in the field of Health and Safety (e.g. NEBOSH Construction Certificate, Member of ICE H&S Register, MaPS etc.)
  • Knowledge of Health & Safety legislation including CDM and Nuclear Site License requirements (highly advantageous)
  • Demonstrable, transferable skills within the field of CDM, Safety and Construction
  • Decision making and escalation ability for resolution of issues
  • Good communication skills and ability to build strong working relationships with internal and external stakeholders
  • Strong influencer
