An exciting opportunity has arisen for an experienced Building Regulations - Design & Engineering Technical Lead to join a major infrastructure and energy project. This is a key leadership position responsible for acting as the organisations Designated Individual (DI) under the Building Regulations 2010. The successful candidate will provide technical governance, oversight, and assurance across all design and engineering disciplines, ensuring compliance with statutory requirements while maintaining the highest standards of safety, quality, and engineering excellence.
Working on a large-scale, technically complex project, you will play a central role in supporting safe, compliant, and collaborative project delivery from design through to commissioning.
- Act as the organisations Building Regulations Technical Lead (Designated Individual), ensuring compliance with Part 2A (as amended) of the Building Regulations 2010.
- Provide technical leadership across all engineering disciplines, ensuring design integrity, constructability, and regulatory compliance throughout the project lifecycle.
- Lead the governance of design processes, embedding regulatory requirements, project standards, and client expectations into all stages of delivery.
- Oversee the development, coordination, and approval of higher-risk building documentation, Gateway submissions, and regulatory engagement.
- Ensure technical decisions support safe, efficient, and compliant project execution.
Design Assurance & Competence Management
- Monitor and assess the competence of designers, consultants, contractors, and other duty holders involved in the project.
- Ensure all technical deliverables comply with statutory requirements, industry standards, and project assurance processes.
- Maintain oversight of design changes, technical queries, engineering interfaces, and multidisciplinary coordination.
- Promote robust design assurance and technical governance across the project.
Collaboration & Stakeholder Management
- Work closely with project partners, clients, consultants, contractors, and regulatory authorities to ensure coordinated technical delivery.
- Represent the organisation at senior technical meetings, design reviews, governance boards, and regulatory discussions.
- Build strong relationships that promote collaboration and successful project outcomes.
Continuous Improvement & Innovation
- Support the development and continual improvement of building safety systems, technical procedures, and assurance frameworks.
- Promote innovation, digital engineering, systems integration, and best practice throughout project delivery.
- Capture lessons learned and encourage knowledge sharing across the wider project team.
Minimum of 10 years experience in technical, design, or construction leadership on large, multidisciplinary infrastructure or industrial projects.
- Strong understanding of the Building Regulations 2010 and the Building Safety Act.
- Proven experience leading design governance, technical assurance, and regulatory compliance.
- Demonstrated ability to influence design quality, safety, and engineering assurance in complex project environments.
- Strong knowledge of technical risk management, design coordination, and stakeholder engagement.
- Degree in Architecture, Civil Engineering, Structural Engineering, or a related discipline.
- Experience within regulated or high-hazard sectors such as energy, infrastructure, industrial, science, laboratories, defence, or similar environments would be advantageous.
