Our client Scottish Power Renewables are currently recruiting for a H&S Engineer (WTG) to join their team based in London or Glasgow on a contract basis initially. Ideally for this role they are looking for an experienced H&S Engineer with a background in offshore wind or at least a background in offshore operations.
Main Purpose of Job
The Wind Turbine Health and Safety Engineer will be dedicated to supporting Wind Turbine Generators (WTG) package. The nature of this job function is Health and Safety Engineering driven which comprises both Technical/Design and Occupational Safety aspects. This also includes the planning, setting up and reviewing of processes relevant for the manufacturing, shipping, installation and completion of the WTG package on the East Anglia TWO Project to ensure no plant/machinery/personnel safety issues.
This will be achieved by applying a process-oriented system through inspections, testing, evaluation and quality and engineering safety tools and techniques to identify hazards, defects, or deviations from specifications. The aim is to manufacture and operate trouble-free machinery and plant while reducing concerns and improving business processes so that all products are fault/hazard-free when delivered to the offshore site.
The Candidate will review drawings and verify those against the country of operation's legislation and standards, and coordinate with assigned packages (this may include FOU, WTG and IAC) and associated Contractors as required to ensure that design risk assessment's content is to sound engineering safety methodologies for suitability to international and domestic regulations and company safety expectations.
Once Offshore Installation commences, the Health and Safety Engineer will work with the Construction Team to discharge the Principal Contractor Duty, assuring that all method statements & risk assessments are safety acceptable ensuring a trouble-free project cycle from topside landing through to commissioning and handover.
The Role is multi-locational, initially primarily at either ScottishPower Offices in Glasgow or London with regular trips to assigned WTG pre-assembly yards as required. Secondly, they may be required to travel offshore during Installation and Commissioning to maintain effective relationships with Offshore Operations and interact with the Construction Team and Site H&S presence.
The Wind Turbine Health and Safety Engineer will report primarily to the Health & Safety Manager but maintains close links with the Project Packages.
Key Tasks
- Participate in Design Assurance, from an operator's perspective and verify that during project stages, safety requirements are met.
- Validate all equipment to be placed on offshore assets, ensuring documentation is complete and in compliance with statutory and national legislation.
- Assist in the development of a Safety Justification for Assets including identification of Major Accident Hazards and Safety Critical Elements.
- Ensure Performance Standards are developed and refined during the design process.
- Drive engineering safety processes by applying methodologies such as hazard analysis and risk assessment.
- Assist in developing the safety, rescue and evacuation concept for the Offshore Substation against general windfarm setup.
- Verify the Contractors fire protection concept, and seek consultation from fire protection experts or UK authorities if in doubt.
- Comment and review installation and commissioning procedures with a focus on machine and plant safety.
- At Fabrication and pre-assembly yards, review processes and make safety-oriented suggestions to ensure safe manufacture and loadout processes.
- Conduct Audits at any assigned Fabrication yards (before load out), after installation, pre-commissioning and take over in conjunction with Project teams.
- Participate in/run safety-related workshops and ensure documentation/equipment offshore is in compliance with UK legislation aiming to create a safe and sustainable work context.
- Contribute to developing East Anglia TWOs Construction Phase Plan and Emergency Response Plan including assisting in the planning and execution of necessary drills and exercises.
- Set up an audit program to ensure the Asset manufacturer and its (sub-) contractors are audited, selected and qualified against industry best practice, legal and quality requirements.
- Participate in Construction (Design and Management) Regulations 2015 assurance related activities, both from a Principal Designer and Principal Contractor perspective.
- Provide constant H&S support to the Project site H&S and Construction Team through regular meetings, walk-downs and visits.
- Assess, comment and document that free issued equipment and machinery added to the plant does not provide hazards.
- Facilitate H&S project meetings with contractors and represent H&S interests towards all stakeholders.
- Define and drive incident reporting requirements for assigned packages in close liaison with Site H&S and Construction teams.
- Assist with accident and incident investigations affecting assigned Packages.
Key Criteria
- Knowledge and capability of developing an understanding for procedural documentation.
- Advanced (mechanical/electrical) knowledge of (engineering) safety methodologies relevant for the works.
- Understanding of human/machinery interfaces.
- Knowledge of Emergency Preparedness and Planning offshore and the requirements of UK HSE Guidance Note.
- Knowledge of Industries Safety Assurance systems (e.g. Oil and Gas Safety Case, Onshore COMAH) would be beneficial.
- Good understanding of UK Health & Safety (legislative) requirements.
- Good understanding of UK Construction (Design and Management) Regulations 2015.
- ISO 45001 and 9001 knowledge would be beneficial.
- Appropriate communications approach towards directors and on-site level staff must be understood to reach the right audience.
- Basic understanding of Windfarm operation and Offshore Installation.
- Must be able to read and comprehend technical/technology aspects such as systems, drawings, machinery and work equipment.
- Understanding of Offshore EPC or experience as a project engineer in an engineering project context.
- Understanding of offshore logistics and construction would be beneficial but not essential.
- Work and understand Microsoft Office Package (complete) on an advanced level.
- Minimum educated to a Bachelors (BSc/BEng) degree or a state certified engineering National Vocational Qualification with suitable years of offshore experience.
- Education in Occupational Health & Safety, being minimum of NEBOSH General certificate qualified.
