We are currently looking for a Planning Co-ordinator to join the team in Birchwood, Warrington on a hybrid basis. As a result of this increasing demand for our services, we are looking for a Planning Co-ordinator to join our SWMRF team in Warrington, providing expertise to the project, to facilitate and deliver Planning Permission related matters to agreed strategies and timescales. BPSS clearance is required for this role.

ROLE RESPONSIBILITIES:

  • Accountable to the Project Engineering Manager.
  • Act as the principal point of contact within, and on behalf of, the SWMRF project for Statutory and internal Planning Matters. Responsibilities shall include, but not limited to, the following:
    • Planning applications (all types including amendments, reserved matters, change of use, permitted development rights) using the national and local planning provisions, including National Planning Policy Framework (NPPF), Technical Guidance to the National Planning Policy Framework (NPPG) and Copeland Local Plan - 2013 - 2028, all via Sellafield Ltd's Planning Liaison team (PLT).
    • The production of: Planning Policy and Context strategy, reviewing the principle of the development, technical issues and considerations and the Planning Policy conclusion.
    • Design and Access Statement.
    • Planning strategies and risk assessments.
    • Planning Panel Report.
    • Provide guidance, coordination and review of planning submission documents, including (but not limited to): Site planning appraisals, Habitat Surveys, Construction Environmental Management Plan, Construction Method Statement, Transport and Waste Plan, EIA Screening Opinion letter (and, if necessary, Environmental Statement), Contaminated Land Assessments, Local Plan monitoring and policy representations, and Project management and design team co-ordination/liaison to support planning application preparation.
    • Regular positive dialogue and correspondence with Sellafield Development Control team and wider Sellafield Ltd stakeholders.
    • Establish and manage relationships with Sellafield Ltd internal stakeholders to determine and execute planning matters within existing Sellafield Ltd protocols.
    • Assist SL Development Control Team in negotiating and discharging planning conditions, planning appeals, expert witnesses, call-ins, examination in public and land tribunals.
    • Lead the delivery of key documentation associated with Planning matters such as strategies, delivery plans and Planning submissions.
    • Providing accurate and timely information and reports regarding the task status, activities and performance.
    • Early identification of risks/issues/concerns that either have the potential or will impact the task baseline.
    • Proposing, agreeing, implementing and reporting corrective actions to secure the task baseline.
    • Ensuring Planning related deliverables meet quality requirements.
    • Liaison with project stakeholders including Design, Environmental Management, Construction and Project Management.

ESSENTIAL CRITERIA:

  • A degree in a relevant field such as urban planning, geography, relevant science or engineering.
  • Membership of relevant institution or professional body such as Royal Town Planning Institute.
  • Practical experience in planning or a related field is crucial, minimum of 5 years (preferred).
  • Strong analytical, communication, and project management skills.
  • Knowledge of planning laws, regulations, and procedures.
  • Engagement in ongoing training and development to stay updated with the latest planning policies and practices is often required.
