Morson Edge are working on behalf of a major player in the Energy Sector who have a contract requirement for a highly skilled and experienced Senior Health and Safety professional with proven success on large complex construction projects to undertake the key role of Head of Construction Site Health and Safety for their major UK Nuclear New Build Construction project
This role will be based on the client site near Bridgwater, Somerset 5 days/week

Job Purpose / Overview

  • To ensure the project's construction site and Associated Developments maintain compliance with its arrangements and promote best practice. This will cover a wide number of areas including Nuclear Site License arrangements and Principal Contractor standards and commitments.
  • To establish and implement a world class approach to Health and Safety on the Construction Site.
  • Establishing processes and standards and providing oversight to ensure these are vigorously applied.

Operating Environment

  • This post manages processes which will facilitate people to effectively execute work on the construction site to enable the construction workforce to undertake the construction activity safety, and to the quality standards required.
  • Provision of effective training will have a significant impact on safety and quality, and this post is responsible for optimising the services within its remit to maximise effectiveness. As such, this post will be responsible for identifying measures by which the business will increase our Health and Safety performance.
  • As a direct report to the Project Construction Director the post holder will be a senior member of the project's Site Construction Management Team and will provide support and direction to that team. Along with other members of the senior Team they will set and maintain the highest standards of Health and Safety performance on site.
  • The post holder will need to be equally comfortable on the construction site talking to Operatives and Supervisors as in the boardroom with Senior Managers and Executives.

Principal Accountabilities

  • Lead and co–ordinate Department activities and resources to ensure full compliance with agreed Health and Safety and Principal Contractor Standards and expectations.
  • Establishing and maintaining Health and Safety standards and Policies aligned with the associated levels of risk for Health and Safety and monitor their delivery on site
  • Ensure all Department activities, including that undertaken by Delivery Partners and Supply Chain, are performed with full regard to NSL arrangements, Statutory Regulations, Company and location directives, procedures and Safety Rules. Ensure that operation experience feedback is promoted and used.
  • Management of the Department activities providing a professional customer / Client based quality service in all aspects of Health and Safety and Principal Contractor Standards and regulatory interfaces.
  • Ensure the Project develops a strong Project culture that is consistent with recognised nuclear safety culture.
  • Support with SME's the on–boarding of contractors to site.
  • Ensuring Department business plans / budgets are accurately prepared, effectively monitored and controlled at the appropriate level in the organisation, encouraging / sponsoring initiatives for continuous improvement and reporting progress on agreed actions to the Project Construction Director.
  • Working closely with site executive team to agree and implement construction site policies and strategies to achieve project goals and objectives.
  • Ensure Department resources, processes and activities are continuously reviewed and optimised to achieve project objectives. Ensuring all section staff are appraised, trained, and developed in line with project needs.
  • Management of the department activities to meet agreed quality standards ensuring compliance with the Project Quality Manual and quality improvement programme and to meet prescribed service levels, standards and targets.
  • Manage and support the Occupational Health and Hygiene Team.
  • Manage and support the Construction safety team.
  • Drive the development and implementation of the Principal Contractor arrangements and standards and ensure full compliance across the construction site.
  • Supporting the site's emergency scheme in a key role.

Dimensions

  • Accountable to the Project Construction Director for developing and implementing site policies / strategies / Principal Contractor standards and achievement of agreed targets.
  • Authority / accountability for expenditure up to the limit specified as per your Financial Delegation of Authority.
  • Accountable to the Project Construction Director for the quality and effectiveness of the services provided by the Department and the authoritative advice provided.
  • Managing a budget of circa GBP2 million / year accountable to the Project Construction Director.
  • Working in a matrix organisation with several direct reports.
  • Required to drive and directly influence the performance of between (Apply online only) professionals within the project supply chain.
  • Implementation of role accountabilities on a Mega project through pre–construction, construction delivery and commissioning
  • Supporting numerous multidisciplinary construction delivery teams, driving performance across several Tier 1 contract teams with a workforce of circa 12000 at peak

Knowledge & Skills

  • Ability to identify key internal and external stakeholders and decision makers, to influence continuous improvement across the project and wider organisation.
  • Excellent stakeholder management skills with the ability to develop a wide network and build trust–based relationships across the client and the construction industry.
  • Results focus tempered with team centred approach.
  • Skilled at interfacing and operating in a large corporate environment.
  • Excellent communication skills.
  • Good knowledge of large projects and site operations.
  • Long term perspective. Ability to establish a vision and develop/implement strategy to attain it.
  • Knowledge of national and international Health and Safety standards including: CDM Regulations.
  • Experience of managing multi–disciplined teams.

Qualifications & Experience

  • Significant Health and Safety experience including running a Health and Safety Department within a large project environment.
  • Proven leadership capability with experience of dealing with external bodies.
  • Experience of working in a regulated and unionised environment. Proven track record of achieving excellent health and safety performance.
  • NEBOSH Diploma or European equivalent.
  • Chartered Member of IOSH
