A leading local authority is seeking an exceptional Director of Housing Standards, Assets & Investment to lead one of the most complex and high-profile housing portfolios in local government. This senior interim role will provide strategic leadership across housing standards, asset management, compliance and investment, ensuring safe, high-quality homes for residents while driving improvement, innovation and long-term sustainability.
The Role
Reporting to the Executive Director of Housing & Commercial Partnerships, you will be a key member of the Housing Leadership Team and a catalyst for resident-focused change. You will lead a workforce of over 160 staff (with up to 7 direct reports) and oversee substantial revenue and capital investment programmes affecting approximately 22,000 council homes.
Key Responsibilities
- Strategic leadership of housing standards, assets and investment across the council's housing stock
- Directorate leadership for building safety, fire safety, regulation and statutory compliance
- Ownership of the housing asset strategy, investment planning and major works programmes
- Oversight of repairs, remedial works, mechanical & electrical services, and damp and mould remediation
- Leadership of temporary accommodation property management and supply
- Development and delivery of the net zero carbon roadmap for the housing estate
- Driving commercial value through procurement, contract management and delivery performance
- Embedding data-led quality improvement, audit and organisational learning
- Leading service transformation and improvement programmes aligned to corporate priorities
- Acting as senior advisor to Members and Corporate Leadership on housing asset matters
- Ensuring residents are actively involved as partners in service design, delivery and evaluation
What We're Looking For
- Senior leadership experience in local government or comparable complex organisations
- Strong professional background in housing, property, asset management or the built environment
- Proven success leading large, multi-disciplinary services with significant budgets
- Strong knowledge of housing regulation, building safety and compliance
- Experience delivering service transformation, cultural change and measurable improvement
- Politically astute with experience working at senior level with elected members
