You will be joining our Highways maintenance team, as the UK’s number one highway maintenance contractor. Our teams use the latest innovations to create effective solutions. We offer a range of services including planned and reactive maintenance and highway improvement schemes. We deliver end-to-end subcontract procurement across all M Group Highways regions for civils projects, highways maintenance and street lighting sectors.

You will source, tender, negotiate and place compliant subcontracts (NEC4/NEC3/in-house subcontract forms with appropriate flow-downs), onboard and manage suppliers, and interface with Commercial and Operations teams to support the effective delivery of operations. Success means safe, compliant, value-for-money awards made ahead of site need, with robust supplier performance and accurate records.

What will you be doing?

  • Build and maintain competition using approved supply chain and market intelligence across traffic management, surfacing & planning, white lining, civils/drainage, street lighting, fencing, soft estate, and structures and other categories as required.
  • Prepare and run RFQs/ITTs/mini competitions; manage clarifications and structured evaluations with clear award recommendations.
  • Lead negotiations to secure best overall value (cost, programme, quality, H&S, social value, sustainability).
  • Draft, review and place subcontracts under NEC4, NEC3, and in-house forms, ensuring effective flow-down of main-contract obligations.
  • Complete supplier due diligence (insurance, competency, SSIP/CHAS/SMAS as applicable, Constructionline/Achilles if used, Modern Slavery, IR35 where relevant, CDM duties).
  • Ensure accurate contract data, schedules/KPIs where required, and issue before start on site.
  • Liaise and manage subcontract POs in Causeway Project Accounting (CPA) and Oracle; maintain price lists and auditable records.
  • Contribute data to monthly CVR, WIP and reporting packs as required; produce ad-hoc procurement and supply-chain reports as required.
  • Maintain accurate documentation and correspondence in Procore and local data systems.
  • Support supplier onboarding, performance reviews and continuous improvement initiatives.
  • Contribute to category plans, frameworks and social value/sustainability goals (e.g., local SMEs, carbon reduction).

Qualifications & Experience

  • Experience buying subcontracts in highways/civils/maintenance environments with working knowledge of NEC3 & NEC4 subcontract forms.
  • Strong commercial acumen: scoping, tendering, evaluation, negotiation and contract placement with a clean audit trail.
  • Competent in procurement operations.
  • Collaborative, balancing cost, programme, risk and compliance with delivery and commercial teams.
  • IT-literate: advanced Excel and strong Word; working knowledge of CPA and/or Oracle is advantageous; comfortable operating in Procore (CDE).
  • Studying toward or interest in CIPS or RICS (preferable but not essential).
  • Ownership and initiative; plans workload methodically and meets deadlines.
  • Detail-driven and organised; produces accurate scopes, contracts and records.
  • Clear, concise communicator; able to influence stakeholders and suppliers.
  • Positive under change; challenges appropriately to improve safety, value and compliance.
  • Team player who builds strong internal and supplier relationships.
  • Ability to work both as part of a team and under their own initiative.
