Morrab Surgery is a growing and ambitious GP practice based in Penzance, delivering high-quality primary care to our local community. Following a period of significant structural and operational change, we are entering a new phase of development and are looking to appoint a Practice Manager to take day-to-day responsibility for the smooth running of the practice. This newly created post will support the delegation of operational responsibilities from our Business Partner, who will continue to lead on strategic direction, governance, and transformation. The Practice Manager will play a vital role in stabilising systems, embedding improvements, and ensuring our processes and teams are aligned to meet the increasing demands of modern general practice.

Main duties of the job

As Practice Manager, you will lead the operational management of the practice including staffing, rotas, premises, IT, patient services, and supplier relationships. You will be instrumental in embedding recent changes (such as our triage model, digital tools, and long-term condition management systems) and ensuring the practice functions effectively on a day-to-day basis. This role comes at a pivotal time - we have made real progress in recruitment, financial recovery, and system development, but there is still work to do. You will join a committed and supportive team determined to build a more resilient, responsive, and well-structured practice.

Job responsibilities

Position Overview: To oversee the effective and efficient daily operation of Morrab Surgery, ensuring systems, people, and processes are working together to support high-quality, responsive patient care. The role is a key part of the practice's leadership structure, supporting the Business Partner in delivering strategic goals while ensuring operational stability and resilience.

Key Responsibilities:

  • Operational Management: Lead day-to-day operations including appointment systems, staff rotas, estates, IT, and supplier relationships. Ensure clinical demand is managed via structured triage using AccuRx, and that staff adhere to agreed protocols.
  • People & Workforce: Line manage administrative and reception teams, providing supervision, mentoring, and support. Help embed the tiered competency-based pay model, ensuring roles are aligned with skills and expectations. Contribute to workforce planning, including recruitment, onboarding, and supporting apprenticeships and internal progression. Collaborate on scheduling, leave planning, and cover arrangements to ensure service continuity. Oversee the upkeep and safety of the practice premises and equipment. Liaise with IT support to resolve issues quickly and maintain digital readiness. Ensure all operational platforms (e.g., EMIS, AccuRx, Abtrace, MS Teams, TeamNet) are well utilised and understood by staff.
  • Process & Systems: Embed new operational processes and standardised workflows to improve efficiency and reduce variation. Work with clinical and administrative leads to refine protocols and clarify responsibilities. Support delivery of structured recall, triage, and clinic scheduling based on accurate demand data.
  • Communication & Coordination: Act as a key communication hub within the practice, using platforms like MS Teams to reduce reliance on email and improve coordination. Ensure key operational information is accessible via TeamNet and that staff are trained in its use. Promote a culture of transparency, openness, and shared responsibility.
  • Compliance, Governance & Meetings: Assist the Business Partner in meeting compliance requirements (e.g. CQC, NHS contracts). Help coordinate regular operational meetings, safeguarding reviews, and significant event audits. Maintain documentation and reporting aligned to regulatory and contractual standards.

Person Specification

Qualifications: GCSE grades A to C in English and Maths. Qualified to NVQ level three or equivalent in business administration management or health and social care. Proven experience in a management or senior administrative role. Experience of leading, developing, and supporting teams. Strong IT literacy including use of Microsoft Office and clinical systems such as EMIS or SystmOne. Experience of managing operational processes such as human resources, finance, or facilities. Excellent communication and organisational skills with the ability to prioritise and delegate effectively. Degree or equivalent qualification in business management or healthcare administration. Experience of working in a GP practice, the NHS, or another primary care environment. Understanding of primary care finance, QOF, and NHS contractual requirements. Knowledge of human resources procedures, health and safety, and information governance. Project management experience or a qualification such as PRINCE2, ILM, or AMSPAR. Evidence of continuing professional development in leadership or healthcare management.
