Responsibilities
- Manage the Subcontract Procurement process from initial stakeholder kickoff to contract award, including EOI, PQQ, ITT, contractor evaluation and scoring.
- Develop and maintain strategic initiatives for PPP supply chain aligned with the PPP supply chain vision, supporting Major Projects teams.
- Manage multidisciplinary procurement activities, covering the following processes:
- Expression of Interest/Sourcing of appropriate contractors
- Pre‑Qualification
- Invitation to Tender
- Tender evaluation and award
- Own segmentation of the supply chain for designated areas or sectors, inputting data into the PPP database and collaborating with colleagues to develop procurement and supply chain strategies for specific products and subcontract packages.
- Regularly review and refresh the subcontractor supply chain to ensure it meets PPP and customer needs.
- Contribute to subcontractor selection, tender list development, and lead supply‑chain bid input and responses.
- Conduct post‑award subcontractor assessments via Sourcedogg, engaging stakeholders to monitor performance.
- Deliver work that meets project requirements, achieves customer satisfaction, and aligns with PPP standards.
- Support project delivery, ensuring the Supply Chain is safe and sustainable.
- Seek innovations to differentiate and improve PPP through engagement with the supply chain.
Requirements
- Membership of, or commitment to, or study for Chartered Institute of Procurement & Supply (CIPS) qualifications or an equivalent professional qualification.
- Knowledge, or a commitment to develop knowledge of, the Open Journal of European Union (OJEU) and Public Contracts Regulations.
- Relevant experience in procurement, supply chain or commercial roles with knowledge of subcontract and materials procurement practices.
- Experience engaging with existing and prospective suppliers or subcontractors at a senior management level.
- Understanding of subcontractor and supplier terms and conditions and experience managing tenders/bids.
- Leadership skills and experience motivating employees to achieve high compliance standards and to make timely, effective decisions.
- Excellent organisational, planning and time‑management skills, able to manage multiple projects and meet demanding deadlines.
- Ability to work with senior management to set project and operational targets.
- Excellent negotiation and diplomacy skills, capable of presenting a sound business case to senior stakeholders.
- Team‑player, contributing across multiple units or areas and ensuring standards and specifications are met.
