As the Quality Manager, you will assist and support the Engineering Manager with all quality matters. Monitor and report on quality KPI metrics. Be the lead in managing quality processes and standards with the project engineering team and Supply Chain. This includes mentoring junior engineers and leading quality improvement projects within the project, sector and business unit. Oversee quality in operational delivery and all site areas. Develop and implement quality best practice, ensuring compliance against the quality management system and industry standards. Ensuring all activities defined, planned and implemented are aligned to the Quality Policy, Processes and Management Plan. Maintain a level of independence to enable appropriate ability to challenge management and to act as the conscious of the business. Own the project’s quality control from planning and monitoring, through inspection, testing, issue identification, nonconformance (NCR) resolution, and defect‑free handover. Champion right‑first‑time delivery, evidential compliance, and a delighted customer outcome.

  • A fully planned and resourced suite of ITPs with necessary hold points, approvals and evidence captured.
  • Zero surprises at handover: snag‑free deliverables with complete certification, traceability and records.
  • Nonconformances resolved quickly, with corrective/preventive actions embedded to avoid recurrence.
  • Effective root cause analysis undertaken.
  • Quality risks anticipated and mitigated; audits close out on time with sustained improvement.

The Person

  • Degree/HNC in Civil Engineering or related discipline; chartership desirable.
  • Proven QA/QC leadership on major infrastructure (highways, water, aviation, rail or similar).
  • Strong command of ISO 9001 and integrated management systems; internal auditor certification advantageous.
  • Hands‑on with ITPs, hold points, approvals, and digital QA tools (Field View, Viewpoint for Projects).
  • Working knowledge of NEC contracts, specifications and test regimes; confident with nonconformance management and defect prevention.
  • Enhancing quality culture and behaviours within Morgan Sindall and Supply Chain.
  • Clear communicator – able to brief engineers, supervisors and workers succinctly and gain buy‑in, and able to communicate issues and solutions to client team.
  • Data‑driven, with a continuous‑improvement mindset.
  • Self‑motivated, to constantly improve upon established quality standards.
  • Ability to work with colleagues to deliver project and operational performance.

About the Water|Highways Team

Our Water team designs, builds, and maintains vital UK water infrastructure, ensuring secure water supply and wastewater services. We work with major water companies to create resilient facilities, reduce flood risks, and improve environmental outcomes. Currently, we are involved in the Welsh Water AMP7 and AMP8 frameworks and have secured projects with Wessex Water for the next five years. These long‑term framework agreements are part of a national £88 billion investment, requiring a collaborative and agile approach to meet the industry's challenges. Our Highways team delivers comprehensive services, from major national projects to local schemes, improving road journeys for millions daily. With expertise in tunnelling, bridges, and more, we provide end‑to‑end project support, including design, integration, and construction. Current projects include concrete road replacements for National Highways, smart motorway safety enhancements, and widening the A423 for Oxford City Council.
