The Site-Based Project Engineer is responsible for providing technical and coordination support for the execution of construction activities on a large-scale process industry EPCM project. The role focuses on ensuring that field activities align with engineering designs, project specifications, and contractual requirements while supporting the construction team in resolving technical issues, managing changes, and maintaining project progress, quality, and safety standards.

Key Responsibilities

Technical Oversight and Field Engineering:

  • Review and interpret engineering deliverables (e.g., P&IDs, general arrangement drawings, isometrics, single line diagrams) to ensure accurate implementation in the field.
  • Provide technical guidance to construction teams and subcontractors to resolve discrepancies between design and site conditions.
  • Support the execution of multidisciplinary construction activities, including civil, mechanical, piping, electrical, and instrumentation works.

Construction Support and Coordination:

  • Act as an interface between site construction teams and the engineering office, facilitating communication to resolve technical queries and Requests for Information (RFIs).
  • Coordinate with discipline supervisors (e.g., civil, mechanical, E&I) to ensure seamless integration of construction activities across disciplines.
  • Assist in planning and sequencing construction activities to align with the overall project schedule.

Change Management:

  • Identify and document field changes or deviations from the original design
  • Assess the impact of changes on cost, schedule, and quality, and coordinate with the project controls team to update plans accordingly.
  • Support the implementation of approved changes in the field.

Quality Assurance and Control:

  • Ensure that construction activities comply with project specifications, quality standards, and applicable codes (e.g., ASME, API, IEC, BS).
  • Participate in inspections, walkdowns, and punch-list activities to verify work quality and readiness for pre-commissioning.
  • Review and verify subcontractor quality documentation, such as Inspection and Test Plans (ITPs) and test records.

Safety and Compliance:

  • Promote and enforce Health, Safety, and Environmental (HSE) policies, ensuring compliance with site safety protocols, permit-to-work systems, and risk assessments.
  • Participate in safety audits, toolbox talks, and incident investigations to maintain a safe working environment.

Progress Monitoring and Reporting:

  • Track construction progress against the project schedule, identifying potential delays and proposing mitigation measures.
  • Prepare daily and weekly progress reports, including updates on work completed, issues encountered, and resource utilization.
  • Support the Construction Manager in updating project dashboards and KPIs for client and internal reporting.

Pre-Commissioning and Handover Support:

  • Assist in preparing systems for pre-commissioning, including punch-list closeout and system walkdowns.
  • Support the commissioning team with technical documentation and field verification of installed systems.
  • Ensure accurate as-built documentation is prepared and submitted for project handover.

Requirements

CC3 project-specific:

  • Package management of the trace heating contract for the project, engaging with the contractor to ensure that it is installed and tested within budget and to plan.
  • Support & coordinate with the Notified Body for overall plant conformity.
  • Support with delivery of the C&I pre-commissioning scope, including managing Hot Loop Testing, Calibration checks, fault finding, etc.
  • Support in managing the insulation contract for the project.
