The predicted salary is between 40000 - 50000 £ per year.

Edinburgh (hybrid - 2/3 days initially then 1 day a week minimum once settled) 12 month FTC (potential to go permanent). Morgan Hunt are delighted to support a Public Sector organisation as they look to expand their high performing procurement function. Due to this role being newly created, this is an initial 12 month FTC however if able, the organisation could move the contract to permanent if needed.

Key Responsibilities

  • Lead end-to-end procurement activities, including strategy development, tendering, supplier selection, and contract management for high-risk projects.
  • Provide advice and guidance to internal teams on procurement strategy, sourcing, specifications, KPIs, sustainability, and community benefits.
  • Identify and utilise public sector procurement platforms.
  • Prepare, issue, and evaluate tenders, manage contract awards, negotiate terms, and ensure compliance with policies and legal requirements.
  • Work closely with internal stakeholders to understand requirements, advise on procurement strategies, and ensure fit-for-purpose outcomes.
  • Conduct market research, assess supplier performance, and ensure all procurement activities comply with regulations while managing risks.
  • Contribute to process improvements, cost-saving initiatives, and support training to build procurement knowledge across the organisation.

Experience

  • Demonstrable knowledge of Scottish public sector procurement processes and procedures.
  • Experience in a public sector procurement role.
  • Understanding of Framework Agreements and contract law.
