- Strategic Leadership & Management:
- Develop, implement, and review the college's health and safety strategy, policies, and procedures in line with current legislation and best practice.
- Promote and embed a positive health and safety culture across all campuses.
- Provide expert guidance and support to the Senior Leadership Team, academic departments, and support services on all health and safety matters.
- Lead, manage, and develop a small team, including a Health and Safety Advisor and a Health and Safety and Compliance Administrator.
- Collaborate with Estates and Facilities teams to ensure health and safety considerations are integrated into campus planning and operations.
- Risk Management:
- Oversee the development, implementation, and review of all college-wide risk assessments, ensuring they are comprehensive, up-to-date, and effectively communicated.
- Implement robust systems for identifying, assessing, and mitigating health and safety risks across all activities and premises.
- Manage and monitor the college's accident and incident reporting system, ensuring thorough investigations are conducted.
- Lead on the development of emergency preparedness plans, including fire evacuation, lockdown, and business continuity procedures.
- Reporting & Governance:
- Prepare and present weekly reports on accidents and incidents to the Executive Team, providing analysis, trends, and recommendations.
- Prepare comprehensive papers for the Finance and Resources Committee of the Governing Body, detailing health and safety performance, compliance, and strategic initiatives.
- Provide regular updates and reports to relevant internal and external stakeholders.
- Maintain a central dashboard of key health and safety metrics for senior leadership visibility.
- Training & Compliance:
- Develop, deliver, and manage a comprehensive health and safety training programme for all staff and, where appropriate, students, ensuring compliance with statutory requirements.
- Ensure the college maintains full compliance with all relevant health and safety legislation, regulations, and approved codes of practice (e.g., HASAWA, COSHH, PUWER, LOLER, Fire Safety Order).
- Conduct regular health and safety audits and inspections across all campuses (East Ham, Stratford, IOT, Prince Regents, Fashion and Textile Museum, and satellite campuses) to ensure compliance and identify areas for improvement.
- Manage relationships with external regulatory bodies (e.g., HSE, Local Authority Fire Service).
- Ensure contractors and third-party providers comply with college health and safety standards & safeguarding through robust induction and monitoring processes.
- Operational Management:
- Oversee the management of health and safety records and documentation.
- Advise on health and safety aspects of new projects, refurbishments, and equipment procurement.
- Manage the health and safety budget effectively.
- Support sustainability and environmental initiatives where they intersect with health and safety (e.g., waste management, air quality, energy use).
