Morgan Hunt are delighted to partner with a public sector organisation in the South West of Scotland as they look to welcome a 12 month FTC maternity cover to the team.

Main Responsibilities:

  • Delivered compliant end-to-end procurement processes across multiple public sector categories, ensuring adherence to the Procurement Act 2023 and PSR Regulations 2023.
  • Managed the reintegration of contracts from City College and Peterborough Ltd into the Council procurement framework.
  • Supported preparation activities for Local Government Reform (LGR), contributing to strategic transformation and governance alignment.
  • Led and managed procurements and contracts valued up to £500k, achieving value for money, cost savings, and process improvements.
  • Developed category expertise and supported implementation of category strategies aligned with organisational priorities, risk management, and service delivery goals.
  • Collaborated with internal stakeholders, suppliers, and cross-functional teams to deliver strategic and tactical procurement projects.
  • Provided procurement guidance, governance support, and stakeholder training while maintaining strong analytical, IT, and presentation skills.

Skills and Experience:

  • CIPS / is working towards CIPS.
  • Strong knowledge of public sector governance, procurement legislation, and strategic planning, with experience supporting compliant procurement and contract management activities.
  • Proven ability to lead procurement projects, develop category and contract strategies, manage supplier relationships, and deliver value-driven outcomes within complex public sector environments.
  • Effective communicator and relationship builder with strong leadership, stakeholder engagement, presentation, organisational, and change management skills, adaptable to fast-paced and evolving environments.
