Are you a Revenues and Benefits Project Manager looking to work from home or in London? Morgan Hunt is recruiting for a local client based in London to lead the delivery of the Council's Local Council Tax Support scheme changes for 2027/28. This high‑profile policy project has a statutory deadline for adoption by March 2027 and involves complex programme planning, public consultation, system changes, and intensive stakeholder engagement.

Responsibilities

  • You will be responsible for coordinating all stages of the programme - from early modelling work, consultation design and delivery, Equality Impact Assessment, through to Cabinet decision making, legal sign‑off and implementation into the annual billing process.

Qualifications

  • Proven experience in delivering policy, service change or consultation heavy projects in a public sector context.
  • A strong understanding of structured project delivery, timelines, risk management and governance.
  • An ability to develop and manage detailed project plans covering modelling, consultation, reporting, decision making and system delivery.
  • Excellent communication skills with the ability to work closely with senior officers, elected members and external partners.
  • Experience managing consultation processes, EQIAs or similar statutory informed engagement activity.
  • An ability to coordinate multiple workstreams (modelling, legal, comms, systems) and keep delivery on track.
  • Strong analytical skills and the confidence to interpret modelling outputs and translate them into clear options for decision makers.
  • Experience managing key stakeholders including GLA, members, CLT, Cabinet member, and community groups.
  • Experience coordinating inputs from Policy in Practice (PiP), NEC, Digital/ICT, Com, Legal, Democratic Services and Finance.
  • Experience coordinating system requirements and implementation with NEC to ensure the new scheme is technically deliverable for annual billing.

Employment Details

This assignment has been deemed inside of IR35 and will offer home working.
