We are currently recruiting a senior finance leader to take ownership of statutory reporting, treasury management and financial controls across a complex, multi-service organisation within the public sector. This is a key role in Finance - shaping how the organisation manages its financial position, supports long-term decision making and delivers strong governance.
Why this role matters
You’ll lead a team of 18 across statutory accounting, external audit, treasury, banking, AP, AR and taxation. The organisation is operating in a challenging financial climate, so your work will directly influence sustainability, investment decisions and service delivery. You’ll also be part of the senior management team within Finance, helping to set strategic direction and drive improvement across the service.
What you’ll lead on
- Statutory Reporting & Audit
- Deliver high-quality annual accounts and group accounts
- Manage the full external audit process and relationships
- Strengthen financial controls, balance sheet integrity and reconciliations
- Treasury & Cash Management
- Lead treasury strategy, prudential indicators and capital funding planning
- Manage cash flow, long-term borrowing, investments and banking arrangements
- Operational Finance
- Oversee AP, AR and debt recovery
- Lead tax compliance (VAT and other statutory returns)
- Support financial governance for Common Good and Trust Funds
- Leadership & Strategic Influence
- Manage a team of 18 (with 4 direct reports)
- Drive continuous improvement and modernise processes
- Support corporate projects, change programmes and senior stakeholders
We are looking for someone who is:
- Technically strong - CCAB/CIMA qualified with significant post-qualification experience in statutory reporting, financial controls and treasury.
- A confident leader - Experienced in managing people, raising standards, planning workloads and delivering results through your team.
- Strategic and proactive - Able to anticipate risk, influence senior stakeholders and shape future financial strategy.
- Clear communicator - Comfortable explaining complex technical issues to senior managers, elected members and non-finance colleagues.
- Sector experience - Public sector exposure is preferred, but strong technical candidates from other complex organisations will be considered.
The offer
- Salary: £59,000 - £62,000 (35 hrs)
- Hybrid working: Mainly home-based with occasional travel to the office (located in Roxburghshire/Scottish Borders)
- Team: Leadership of an 18-person statutory reporting and treasury team
- Pension: Government Pension Scheme
- Annual Leave: 29 days rising to 34 plus 6 public holidays
