Permanent position in the Central Belt of Scotland (Hybrid/mostly remote depending on location) with a salary range of £48,000 - £53,000.

Morgan Hunt are delighted to be partnering with a Public Sector Organisation as they look to welcome a new Procurement Specialist to their mixed procurement function.

Duties and Responsibilities:

  • Manage end-to-end procurement exercises across a diverse range of goods, services and works, using framework agreements, dynamic purchasing systems and open procurement procedures.
  • Provide professional procurement advice to internal stakeholders, supporting procurement planning, route-to-market decisions and the development of tender documentation.
  • Ensure all procurement activity is compliant with Scottish public procurement legislation, regulations and organisational policies.
  • Lead tender evaluations, moderation meetings and contract award processes using Public Contracts Scotland (PCS) and PCS-Tender.
  • Develop and maintain positive relationships with suppliers and internal stakeholders, supporting effective contract and supplier performance management.
  • Identify opportunities to improve value for money, deliver efficiencies and embed sustainable procurement and community benefits within procurement activity.
  • Contribute to procurement reporting, governance, continuous improvement initiatives and wider team objectives within a small, collaborative procurement function.

Personal Specification:

  • Experience working in a Scottish or UK public sector procurement role, with knowledge of public procurement legislation and managing end-to-end procurement exercises.
  • Strong stakeholder management, communication and organisational skills, with the ability to manage a varied workload across multiple procurement categories.
  • Experience using Public Contracts Scotland (PCS) and PCS-Tender is desirable, along with an understanding of sustainable procurement and community benefits.
  • CIPS qualification (or working towards one) is desirable but not essential.
