Play a leading role in shaping thriving communities through the delivery of major investment, asset management and improvement programmes across our housing stock. As Senior Technical Officer, you will lead the end-to-end delivery of complex planned investment, cyclical maintenance and major works projects, ensuring high standards of quality, compliance, customer service and value for money. Acting as client representative, you will oversee project delivery from initial appraisal through design, procurement, contract administration and completion. You will manage consultants, contractors and multidisciplinary teams while maintaining strong stakeholder relationships across tenants, owners and partner organisations. The role requires effective programme management, budget control, risk mitigation and governance reporting to support organisational and regulatory objectives.

Key responsibilities include:

  • Leading delivery of major works and asset investment programmes
  • Managing consultant appointments, procurement and performance
  • Overseeing design development, cost planning and contract administration
  • Monitoring project quality, programme, budget and compliance performance
  • Managing contractor delivery and health & safety obligations
  • Building strong engagement with residents and stakeholders
  • Supporting asset management systems, reporting and continuous improvement
  • Contributing to governance reporting and strategic delivery priorities

About you:

You will bring substantial experience in technical project delivery, asset management or property investment programmes, with strong knowledge of compliance, contract management and risk management. Experience within housing, property, construction or related sectors is essential. You will demonstrate excellent communication, stakeholder engagement and analytical skills, alongside a commitment to customer service and continuous improvement.
