A leading social housing provider seeks an Employment and Skills Lead to develop, manage, and enhance a portfolio of employability and skills programs delivered through community hubs. You will provide subject matter leadership, set strategic direction in line with customer needs, and oversee delivery, quality, and budgets. The role suits a pragmatic leader who builds effective partnerships, strengthens referral pathways, and drives measurable outcomes for residents. This is a full‑time temporary position with an initial contract of 3 months, with a view to extending for a further 3 months, and a regional remit.

Key Responsibilities

  • Lead the design, delivery, and continuous improvement of employability and skills programs across community hubs.
  • Own portfolio planning, delivery frameworks, and KPIs aligned to customer needs and organizational strategy.
  • Manage program budgets, forecasting, reporting, and value‑for‑money assurance.
  • Provide subject matter expertise to Community Investment and Successful Tenancies teams and wider colleagues.
  • Develop and maintain partnerships with local and national providers, employers, and advice agencies.
  • Establish referral routes, triage processes, and quality standards to support consistent resident outcomes.
  • Commission and coordinate training offers, workshops, and outreach activities.
  • Monitor performance data, evaluate impact, and produce concise insight reports for stakeholders.
  • Embed safeguarding, equality of access, and regulatory compliance across all activity.
  • Coach and support staff and volunteers to deliver high‑quality information, advice, and guidance.
  • Represent the organization at networks and forums to share best practices and secure opportunities.
  • Travel flexibly across hubs in Coventry, Northampton, Norwich, and Erith to support delivery and stakeholders.

Qualifications

  • Recognized Information, Advice, and Guidance qualification at Level 3 or above, or equivalent experience.
  • Project or program management training or certification is desirable.
  • Current Enhanced DBS or willingness to obtain.
  • Full UK driving license and access to a vehicle for business travel.

Experience Requirements

  • Proven track record managing employability and skills programs with delivery against targets.
  • Experience providing employability support and practical IAG to diverse adult communities.
  • Established links with national and local employability, training, and advice stakeholders.
  • Live management experience, including coaching and performance management.
  • Budget management, forecasting, and reporting within a regulated environment.
  • Design and implementation of referral processes, partnership agreements, and delivery standards.
  • Strong stakeholder management, communication, and presentation skills.
  • Data‑driven approach with the ability to analyze performance and produce clear reports.
  • Willingness to travel to multiple sites and work flexibly to meet service needs.
