Moray Council is seeking an experienced, enthusiastic, and customer-focused team player to join the ICT Digital Services Team. The team is responsible for managing the ICT digital services (online, Power Platform, .NET, and third-party systems). The team develops and supports many systems used internally by Council staff and to customers via the Council website.
Primary responsibilities will include:
- Driving SharePoint Online migration
- Building Power Apps/Power Automate solutions
- Developing insights with Power BI
- Collaborating across services to modernise systems, automate processes, and upskill colleagues
We are also moving to Umbraco CMS for our main website, so some level of ability/expertise in this area would be an advantage.
What you’ll do:
- Lead in M365 and Power Platform projects and governance
- Automate workflows; build dashboards and reports
- Support cloud migrations and system upgrades
- Coach users and champion best practice
What you’ll bring:
- Strong hands-on M365 (SharePoint Online, Teams)
- Proven Power Platform delivery (Apps, Automate, Power BI)
- .NET development experience (C#/.NET) for integrations and solution extensions
- Clear communicator and effective stakeholder partner
- HNC/HND (or equivalent experience) in an ICT field
- Potentially Umbraco CMS experience
Requirements:
- Assist the ICT Team Leaders to ensure that the ICT service meets the needs of the Council and is delivered as effectively and efficiently as possible.
- Assist in the development and implementation of ICT systems.
- Assist with service delivery in relation to Infrastructure, Operation and User Support.
- Assist, where appropriate, in strategy and planning initiatives with regard to the specified function of the service area.
- Assist, where appropriate, in management and administration with regard to ICT contracts, projects and resources.
- Adopt and promote council policies.
- Any other duties.
The Individual:
- Significant experience in an ICT environment
- HNC/HND in a relevant subject
- Ability to plan, schedule and monitor work to meet time and quality targets
- Analytical and systematic approach to problem solving
- Ability to select appropriately from available standards, tools, methods and applications
- Ability to absorb new technical information rapidly and apply it effectively
- Good appreciation of the wider role of ICT and how it fits into the business of the client
- Awareness of developing technologies and their application
- Ability to communicate fluently orally and in writing and to present complex technical information to both technical and non-technical audiences
- Ability to work well as part of a team
- Ability to transport items of computer equipment in line with health and safety requirements

Salary: £40,056.25 to £50,989.25 (Career Grade)
Hourly Rate: £21.25 - £27.05
Hours Per Week: 36.25 hours
