This role supports the Lead Officer in the delivery of Moray Council’s Children’s Activities Programme, following Scottish Government investment to expand after-school activities and community-based activity opportunities for primary school children from low-income families. The postholder will play an active role in helping establish this new investment programme. The postholder will support operational mobilisation, co-ordination, partnership engagement, provider liaison, monitoring, reporting and continuous improvement across the programme. The role will help ensure that activity provision is inclusive, accessible, well co-ordinated and responsive to local need, supporting parents and carers to access employment, education and training while contributing to the wider child poverty agenda.

Requirements

This post is considered to be a ‘Regulated Role’ under the Disclosure (Scotland) Act 2020. Under the Act, it is a legal requirement for an individual undertaking a regulated role with children or protected adults to be a member of the Protecting Vulnerable Groups (PVG) scheme. The successful candidate will therefore be required to join the PVG Scheme or undergo a PVG Scheme Update check prior to any formal offer of employment being made by Moray Council.

Responsibilities

  • Support the Lead Officer with the implementation, co-ordination, monitoring and reporting of the Children’s Activities Programme Business/Delivery Plan.
  • Work with internal and external partners to support co-ordinated delivery of programme activity, strengthen the wider Children’s Activities network, avoid duplication and promote effective use of existing provision across Moray.
  • Support community engagement, provider development and continuous improvement so that children, young people and families help shape accessible and sustainable programme delivery.
  • Support the practical co-ordination of activity delivery, including hub-based provision, flexible community models, activity providers, digital systems, communications and local engagement.
  • Maintain accurate programme administration, data collection, financial monitoring and preparation of information required for reporting, evaluation and audit purposes.

The Individual

  • Experience of supporting projects, programmes or service developments involving multiple stakeholders.
  • Experience of working with public sector, third sector, community, voluntary or partner organisations.
  • Experience of organising meetings, maintaining action logs, co-ordinating information and supporting delivery against deadlines.
  • Experience of gathering, recording and presenting information for monitoring, reporting or evaluation purposes.
  • Experience of communicating with a range of stakeholders, partners, services or community groups.
  • HNC/HND or equivalent qualification in a relevant discipline such as community development, public services, education, sport, leisure, culture, youth work, social policy, project management or business administration.
  • Ability to support delivery of a programme from mobilisation through to implementation, monitoring and review.
  • Strong planning, organisational and prioritisation skills.
  • Ability to analyse information, identify trends, assess needs and use evidence to inform decision-making.
  • Ability to develop clear processes, guidance, action plans and reporting arrangements.
  • Strong written and verbal communication skills, including the ability to produce concise reports and present information clearly.
  • Ability to work collaboratively, influence appropriately and maintain effective working relationships.
  • Ability to identify operational issues, manage competing priorities and escalate risks where required.
  • Good digital skills, including confident use of Microsoft Office applications and data/reporting tools.
  • Ability to support budget monitoring, funding information and financial records accurately and responsibly.
  • Effective written and oral communication skills, including the ability to prepare clear updates, reports and information for different audiences.
  • Self-motivated, organised and able to work on own initiative within agreed parameters.
  • Ability to balance practical delivery with accurate administration and reporting.
  • Ability to respond positively and flexibly to changing priorities and programme demands.
  • Ability to support partners, providers and colleagues to deliver agreed actions and outcomes.

  • Ability to manage workload independently while remaining accountable to the Lead Officer through agreed reporting arrangements.
