The predicted salary is between 21.25 - 21.25 £ per hour.

The purpose of this post is to lead in the development, implementation and monitoring of the Scheme of Assistance for Moray Council in accordance with legislation. To manage the Private Sector Housing Grant Budget by ensuring that it meets its targets and addresses the aims identified in the Local housing strategy. The post will scrutinise payments to external contractors and be responsible for procurement of external design services on behalf of Care and Repair clients. The post will also require provision of project management/liaison role and to provide information and advice to persons having an input or interest to the private housing market.

The post holder will also require to consult with other service providers both from within and outwith the Council developing networks with other agencies where required.

Requirements

  • To manage and facilitate the delivery of a high quality and fully comprehensive Care and Repair Service.
  • To develop and provide an effective and efficient advisory service for private owners and occupiers in relation to all services within the Council’s Scheme of Assistance in accordance with the provisions of the Housing (Scotland) Act 2006.
  • To produce regular financial and operational statements relating to Private Sector Housing Improvement/Health and Social Care Moray and the Care and Repair service.
  • To represent the Council on external and internal working groups e.g. Care and Repair Advisory committee, Local Housing Strategy implementation including fuel poverty actions and liaise closely with other Council departments on service provision and other issues.
  • To contribute to the implementation and monitoring of the Private Sector Housing grant funding, to assess the outputs and outcomes of the budgets and to contribute to development policies and strategies that seek to optimise the best use of Private Sector Housing Grants throughout Moray.
  • To be responsible for the development and maintenance of sources of housing information and to keep abreast of good practice and developments in the private housing field.

The Individual

  • Experience of private sector housing activities and related housing grants works.
  • Previous Budget Management experience.
  • Appropriate technical qualifications to HNC/HND level in Architectural Technology.
  • Working knowledge of budgetary monitoring and calculation of building work costs.
  • An analytical approach.
  • IT Skills (particularly Excel and Access). Ability to work unsupervised.
  • Ability to accept delegation. Organisational and planning ability.
  • Ability to handle sensitive and confidential matters.
  • Ability to interpret financial documents e.g. pension, bank and mortgage statements, pay slips, etc.
  • An understanding of health and community care needs regarding disability.
  • Negotiation and problem solving skills.
  • Full driving licence, you will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the service.
  • Ability to communicate with all levels of staff, Council Members, clients, partners, outside agencies.
  • Ability to address with sensitivity issues concerning vulnerable people.
  • Ability to work in open plan office.
