To support the Asset Manager (Corporate Buildings) in the delivery of the Council’s corporate property asset management strategy. This involves liaising with all departments, participating in cross-service project teams and in external project teams involving partners. To contribute to property portfolio office suitability assessments and collect and analyse suitability data. Participate in property portfolio reviews and project manage corporate property changes/relocations as required. Deliver property changes instructed by Committee, CMT or SMT to deliver appropriate property assets for services to be delivered from in line with corporate policies. Be lead contact within the Council for Community Asset Transfer requests.
Requirements
- To support the Asset Manager (Corporate Buildings) in the delivery of the Council’s corporate property asset management strategy and contribute to the preparation of property asset management plans.
- To participate in the development and monitoring of appropriate property asset performance indicators.
- To take a lead role participate in property portfolio reviews including preparation of option appraisals and cost benefit analysis and making recommendations to appropriate groups including the Corporate Asset Management working group.
- Be the lead contact with Services when they identify the need for a change of asset and work with services to identify and deliver appropriate changes in accordance with corporate policies.
- Act as client for major property refurbishments to ensure projects are delivered that meet the needs of the operational Service and the corporate property strategy.
- Support a consistent and sustainable Moray Council approach to Community Asset Transfer in accordance with all relevant Support service managers in identifying opportunities to secure financial savings for the Council and empower communities through the transfer of assets.
- Provide a point of contact concerning all aspects of the Council’s Community Asset Transfer Scheme.
- Coordinate the Council’s Community Asset Transfer processes, including the review and assessment of all Community Asset Transfer Expressions of Interest and asset transfer requests.
The Individual
- Demonstrable experience of property asset management.
- Developing and monitoring strategic asset management plans.
- Developing and maintaining effective partnerships and networks within and outside an organisation.
- Knowledge and understanding of working with Best Value legislation.
- Educated to degree level or equivalent in an appropriate property discipline or the ability to demonstrate the equivalent relevant work experience and/or relevant professional qualification.
- Ability to write reports, be adept at problem solving and demonstrate analytical thinking.
- Proficient in Microsoft Office applications including Word, Excel and PowerPoint or equivalent software.
- The ability to deliver effective presentations.
- Able to be proactive and able to take initiative when necessary.
- Flexible approach to work is required, adapting to changing circumstances and tasks.
- Ability to manage competing demands effectively.
- Ability to maintain strict confidentiality regarding sensitive information.
- Demonstrable understanding of the relevant legal framework related to Part 5 of the Community Empowerment (Scotland) Act 2015.
- Up to date knowledge and compliance with Health and Safety laws and regulations.
- Proficient in researching, analysing information and developing relevant content.
- Have a full driving licence.
- Strong communication skills, both verbal and written and a flexible attitude to team working.
- The ability to establish positive relationships with various stakeholders including Chief Officers, employees, external organisations and members of the public.
- Demonstrable discretion and tact, ensuring the confidence of colleagues and relevant stakeholders.
- Hybrid working including working from home, open plan office with occasional evening and weekend work.
- Able to work flexibly to meet the needs/demands of the service.
- Ability to work in different offices dependent on service requirements.
