The job focuses on monitoring and resolving the issues relating to path features identified from the Core Paths audit for the whole Core Paths Network and providing feedback to relevant stakeholders. Efforts will concentrate on tasks which maximise the accessibility of selected priority paths, working with others collaboratively to optimise space resources such as the Countryside Ranger, Community Groups and volunteers.
Requirements
- Prepare and develop management schedules to address issues identified for each priority Core Path including estimates of costs.
- Engage with landowners and farmers as required to advise on planned works to the paths.
- Carry out day to day physical improvement works identified for each of the prioritised Core Paths.
- Set up a Core Paths volunteer scheme and co-ordinate and support volunteer efforts.
- Work in partnership with others for larger tasks, including help from Local Access Groups, Countryside Ranger, and Criminal Justice Community Payback.
- Assist the Outdoor Access and Countryside Officer to implement a Core Paths signage scheme.
- Monitoring – update CONFIRM Lands Management IT system for each path on completion of works.
- Other tasks related to path improvement and maintenance as required.
The Individual
- Hands-on experience of path works including vegetation control, surfacing, drainage and installation of features such as fencing, signage, bridges etc., and using power tools such as chainsaws and powered grass cutting equipment.
- Experience of Microsoft Excel, Word and Outlook.
- Demonstrable knowledge of Outdoor Access in Scotland legislation and countryside matters.
- SCQF level 5 qualifications.
- Willingness to learn new skills and extend knowledge.
- Effective organisational/time management skills.
- Ability to manage varied workload and competing priorities.
- Ability to solve problems.
- Proven ability to work under own initiative.
- Ability to drive vehicles up to 3.5 tonnes with trailers over 750kg.
- Officer expected to travel efficiently and effectively between various locations within Moray, normally undertaken by use of a car/van then by cycle and on foot.
- Ability to maintain accurate records.
- Resilience and the ability to cope with changing priorities.
- Ability to work unsupervised for considerable periods.
- Ability to communicate effectively with a range of different people.
- Ability to motivate self and others.
- Willingness to accept direction/delegation.
- Ability to work outdoors and walk for significant distances over varying terrains.
- Ability to work flexibly to meet the needs and demands of the service.
