We are looking for an Assistant Payments Manager to assist in managing the Payments service within Financial Services. The role involves day‑to‑day operational management of the service, covering the Financial Management System (FMS) and other financial systems administration and processing, Accounts Payable, Accounts Receivable, Purchasing Management, Banking, Insurance, Purchasing Cards, Treasury Management, VAT and miscellaneous administration e.g. Trust Fund disbursements and Controlled Stationery.

Key Responsibilities

  • Supporting the Service Manager – Finance Operations in the management and delivery of the Payments Service.
  • Managing day‑to‑day operational management of the service, covering FMS and other financial systems administration and processing.
  • Ensuring the section is adequately prepared for changes in regulations affecting all aspects of the functions and supporting the development of any resultant impact on procedures and processes.
  • Providing professional advice to the Council on the requirements of relevant statutory bodies.
  • Developing all procedures and related systems to deliver an efficient process and appropriately documenting them.
  • Managing, supervising, directing, supporting, training and developing staff.

Qualifications and Experience

  • Significant supervisory or managerial experience in a Finance environment.
  • Finance/Administration HND or Equivalent level.
  • Computer literate with good spreadsheet skills, preferably MS Excel.
  • Able to organise personal workload and that of others to meet set deadlines.
  • Procedural and organisational skills.
  • Good communicator, both written and verbal.
  • Understanding of finance control and administration including implementation of new procedures.
  • Flexible approach to new working practices and technology.
  • Ability to develop and deliver training courses.
  • Ability to maintain strict confidentiality.
  • Able to motivate and monitor subordinates.
  • Ability to work on own initiative.
  • Strong leadership and supportive approach to team members.
  • Ability to work as part of a management team delivering services.
  • Work under pressure to tight deadlines.
  • Ability to work in a shared office and flexibly to meet the needs of the service.
  • Ability to work in different offices dependent on service requirements.
