The Head of PMO is a senior global leadership role responsible for defining, governing, and continuously improving the organisation’s project and programme management capabilities worldwide. This individual will serve as the strategic and operational backbone of delivery excellence, working in close partnership with Operations, Methodology, and Delivery leaders to ensure the PMO function is optimally structured, staffed, and equipped to support the successful execution of projects across all geographies. This is a high-impact, highly visible position that requires a seasoned PMO leader who combines deep operational rigour with strong people leadership, commercial awareness, and the ability to influence at the executive level.
Responsibilities:
- Define and own the global PMO strategy, vision, and operating model, aligning it with organisational objectives and growth plans.
- Ownership of PMO methodology end-to-end, operating RAG and RAID at scale, and transform the function across a global team of 50–70 project managers.
- Establish and maintain a consistent global governance framework, including standards, policies, processes, and tools for project and programme management.
- Champion delivery excellence by embedding best-practice methodologies (Agile, Waterfall, hybrid) across the global project portfolio.
- Act as the primary escalation point for project risks, issues, and governance matters at the executive level.
- Oversee the end-to-end operational running of the global PMO, ensuring teams are consistently delivering projects on time, within scope and budget.
- Partner with Operations leaders to design and optimise PMO workflows, capacity planning models, and resource allocation processes.
- Collaborate with Methodology leaders to ensure PMO practices reflect current standards and are continuously evolved based on lessons learned and industry trends.
- Work with Delivery leaders to ensure appropriate PMO coverage and support across all active engagements, programmes, and portfolios.
- Drive portfolio-level reporting and visibility, providing leadership with accurate, timely, and actionable insights on project health, risks, and performance.
- Lead, develop, and inspire a geographically dispersed PMO team, fostering a high-performance, inclusive, and collaborative culture.
- Define and manage the global PMO organisational structure, including role design, career pathways, and succession planning.
- Drive resourcing decisions, ensuring the PMO team is appropriately staffed on projects, with skills and capacity aligned to delivery demand.
- Partner with HR to attract, retain, and develop top PMO talent globally.
- Build and maintain strong relationships with senior stakeholders across Operations, Methodology, Delivery, Finance, and Technology.
- Manage the global PMO technology stack – including project management platforms, reporting tools, and collaboration systems – ensuring they are fit for purpose and widely adopted.
- Lead continuous improvement initiatives to enhance PMO efficiency, reduce delivery risk, and improve outcomes at portfolio level.
- Use data and analytics to drive informed decision-making, identify trends, and proactively address delivery challenges.
Required Experience/Skills:
- Proven track record of leading a PMO function at a global or enterprise level, ideally within a professional services, legal, consulting, or technology environment.
- Strong methodology ownership, with prior experience building and evolving a PMO community of 40+ practitioners across regions.
- Deep expertise in RAG, RAID, or comparable methodologies, with the ability to design, implement, govern, and scale these across portfolios and geographies.
- A proven track record of building and leading a global PMO function, not simply managing an existing one.
- Strong people leadership experience with the ability to manage, mentor, and develop high-performing, geographically dispersed teams.
- Demonstrated ability to influence and engage stakeholders across a matrixed organisation.
- Experience working closely with Operations and Delivery functions to align PMO capability with business demand.
- Track record of building and scaling PMO governance frameworks, tooling strategies, and resource management models.
- Commercially astute, with an understanding of how PMO effectiveness connects to financial performance and client outcomes.
- Exceptional communication, facilitation, and presentation skills.
- Relevant professional certifications preferred: PMP, PRINCE2 Practitioner, PgMP, MSP, or equivalent.
- Demonstrated ability to drive transformation and cultural change within a delivery organization.
- Comfort operating at both a strategic and operational level—able to set direction in the boardroom while engaging in detail when required.
- Experience operating across multiple time zones and culturally diverse, international teams.
- Willingness to travel internationally.
