Are you ready to play a pivotal role in advancing procurement and commercial strategies within a specialist eye care environment? As a Commercial Services Officer, you will help drive high-impact procurement initiatives, ensuring that commercial contracts, supplier relationships, and procurement processes deliver value, efficiency, and excellence across Moorfields Eye Hospital.

Main duties of the job

Working closely with the Senior Commercial Business Partner and Chief Commercial Officer, you will be instrumental in enhancing contract management support, streamlining procurement activities, and strengthening supplier partnerships. Your role will be key in supporting service managers to maximise the value of commercial contracts while ensuring compliance with Trust SFIs and the Procurement Act 2023 requirements. You will also provide vital support to clinical and corporate teams in achieving their strategic objectives. Additionally, you will collaborate with our procurement service provider, acting as a key facilitator to ensure Moorfields’ service users receive the best possible support and advice.

This role goes beyond transactional procurement. Detailed job description and main responsibilities

· To cultivate and promote a culture of enthusiasm and expertise in commercial and procurement practices, nurturing a collective understanding within the organisation. This entails ensuring that the benefits derived from commercial and procurement activities are comprehended and appreciated across all levels.

· To collaborate with PPS and other partners in developing a “Procurement Improvement Program” aimed at enhancing the internal commercial and procurement acumen of stakeholders, for the benefit of wider improvements.

· To support in the development and execution of procurement workplans under the guidance of the Senior Commercial Business Partner. To engage with internal and external stakeholders to align procurement activities with organisational goals.

· To support in delivering high risk and high value procurement projects in compliance with Trust SFIs and Procurement policies, procedures and legislation.

· Responsible for maintaining and updating the Commercial Services Contracts Register.

· To support in developing and delivering a work plan of projects (in partnership with PPS), cost savings and contract management initiatives, within the Trust.

· To support in developing effective procurement strategies.

· To help drive and oversee PPS to develop a range of procurement workplans for the effective management of non-pay activities within the Trust. Engaging with key internal and external stakeholders, aligning their requirements to wider organisational goals.

· To deliver value to stakeholders through proactive and innovative commercial and procurement activities in alignment to Trust objectives.

· To assist in delivering complex procurement projects and lead on initiatives for shared services categories.

· To establish and maintain positive interpersonal relationships with other staff members characterised by trust, mutual respect, and open, honest communication.

· Assist in managing a portfolio of innovation and enterprise-related projects. Contribute to industry engagement, knowledge exchange, and commercial collaborations under the guidance of senior staff.

· To gain understanding in and support in securing the protection, development, and enhancement of intellectual assets. Support efforts to derive value from intellectual property (IP) for the benefit of the organisation.

· To assist in developing and implementing innovative supplier solutions to achieve sustainable cost improvements while maintaining quality patient care standards.

· To support in overseeing and guiding the procurement of major and strategic contracts. Collaborate with key stakeholders to ensure effective utilisation of Trust funds.

· To assist in developing strategies to establish MEH as a preferred customer among suppliers. Foster effective supplier partnerships to enhance procurement outcomes.

· Actively participate in relevant meetings and groups, providing support, information, and insights on market conditions and opportunities.

· To plan and manage workload effectively to meet conflicting priorities and stakeholder demands. Demonstrate initiative and take responsibility for managing tasks efficiently, ensuring key goals are met or expectations are proactively and transparently managed.

· To demonstrate passion and pragmatism in supporting commercial and procurement activities for the benefit of patients, staff, volunteers, and the organisation as a whole.

· Assist in the development and introduction of new policies related to commercial and procurement activities. Contribute to the implementation of policies such as ‘Commercial & Procurement’ and ‘No PO, No Pay’.

· To assist in researching new procurement opportunities for potential development within Moorfields Eye Hospital or the wider ophthalmic community. Contribute insights and recommendations to support decision-making processes.

· To be one of the ‘procurement advisors’ on behalf of the organisation. To ensure the PPS activities are aligned to the Trust, from the bidder interaction to the conclusion of the procurement. To support a drive towards to a structured review and approval of product changes within the Trust.

· To support stakeholders in the development of specifications and evaluation criteria, in coordination with PPS and other partners.

· To provide support with administration for the effective functioning of the service.

  • Graduate level degree or equivalent (or evidence of substantial related experience).
  • Understanding of the UK Public Contract Regulations, EU Directives and sound knowledge of contract law.
  • Experience in supporting clinical and/or academic staff in project development, proposal preparation and project management related to commercial activity.
  • Knowledge and working understanding of the Bribery Act and Data Protection/GDPR.
  • Member of the Chartered Institute of Procurement and Supply (CIPS) with full membership or in progress.
  • Recognised continuing professional development.
  • Prince2 or other recognised project management qualification.
