The post of Assistant Divisional Manager is a key position within the trust’s senior management structure. Reporting to the Divisional Manager, the Assistant Divisional Manager is responsible for providing operational and strategic management support to the Divisional Manager, Head of Nursing and Divisional Director to assist them in the development and modernisation of Moorfields’ services.

The Assistant Divisional Manager has a wide range of responsibilities for ensuring the effective development and operation of the Division’s services within the Directorate of St George’s, and is one of three members of the directorate leadership triumvirate, working closely with the Matron and Clinical Director.

The post-holder is responsible for effective operational management, leadership, expertise and support for several key areas within the Division ensuring the delivery of high quality, safe and effective patient services within the resources available. The post holder will provide operational support to the Division to deliver the Trust’s overall strategy and objectives.

This will include playing a key role in identifying opportunities, ensuring the delivery of all operational performance and strategic objectives specifically the Trust waiting list (RTT), financial, HR management, Health and Safety management, risk, clinical & quality governance.

Main duties of the job

  • Be accountable for the delivery of services provided by the Division within available resources.
  • Actively promote and develop new ways of working: continually review services and work with colleagues to redesign services to meet patient needs and enable the Division to achieve objectives.
  • Identify and address service pressures, using own judgement to respond and deal with a range of routine and urgent situations and developments.
  • Be responsible and accountable for the formulation of new service developments and initiatives, including the preparation of bids and business cases.
  • Monitor Division activity levels, ensuring that activity, income and NHS plan targets are achieved by identification of areas where improvement is needed and putting in place realisable plans.
  • To work with commissioning colleagues to ensure that services are appropriately funded.
  • Lead and participate in ad hoc project work as and when required.
  • Project manage significant service transformation and change projects to deliver efficiency and quality improvement.

Detailed job description and main responsibilities

People Management

  • Directly line-manage senior administrator(s) within the Division.
  • Monitor key workforce indicators (sickness absence, turnover etc.) that affect productivity and work with line managers and the Human Resources (HR) team to address issues of concern.
  • Promote a high-performance culture by holding people to account within the Division.
  • Provide advice and guidance for staff who line-manage other staff within the Division.
  • Analyse current and future service activity and establish the workforce required to ensure the appropriate staffing skill/band mix for the delivery of service plans.
  • Undertake individual performance appraisals for directly line-managed staff within the Division.
  • Be responsible for ensuring that all staff are compliant with mandatory training requirements.

Finance and Service Delivery

  • Accountable to the Divisional Manager for the management of delegated budgets.
  • Accountable for the delivery of services within the agreed budgets, taking corrective action when expenditure deviates from plan.
  • To manage and authorise resource and to ensure they are provided within financial resources.
  • Accountable for validation and sign off for invoices against delegated budgets.
  • To assist the Divisional Manager in the financial planning for the Division as a whole.
  • Responsible for the implementation of specific cost improvement programmes (CIPs) for the Division in line with corporate objectives.
  • Identify sources of additional income and efficiency savings.

Risk management, patient involvement & clinical governance

  • Responsible along with Head of Nursing, Quality Partner and Division clinical leads for governance for the implementation & maintenance of the clinical and corporate governance framework for the Division.
  • Support the Divisional Manager in the co-ordination of effective methods for determining patient/carer views on services provided.
  • Be responsible for investigating and responding to specific patient/carer complaints as required.
  • Monitor incidents and risks within the areas of responsibility, ensuring risks are mitigated and escalated as appropriate.
  • Undertake serious incident investigations as required.
  • Represent the Division when required by actively participating in trust wide operational working groups.

GENERAL DUTIES

  • To comply at all times with the requirements of the Health & Safety regulations under the Health & Safety at Work Act (1974).
  • To comply at all times with the Trusts Information Governance Policy.
  • Disclosure and Barring Service (DBS) checks are now a mandatory part of the NHS Six Recruitment Check Standards.
  • The trust has adopted a security policy in order to help protect patients, visitors and staff.
  • It is the responsibility of all trust employees to fully comply with the safeguarding policies and procedures of the trust.

Person specification

Education / Qualifications

  • Evidence of continued professional development within healthcare management.

Experience

  • Previous proven operational management experience in the NHS or similar environment.
  • Able to demonstrate evidence of effective financial management.
  • Experience of working with NHS service delivery targets.
  • Experience of line managing individuals and/or a team.
  • Experience of analysing data, facts and other evidence to identify problems and to propose and implement solutions.

Knowledge

  • Good knowledge of NHS and healthcare policy; familiarity with recent political trends in health care.
  • Knowledge and awareness of NHS access targets and data requirements.

Skills and abilities

  • Excellent interpersonal skills with an ability to gain and sustain credibility with clinicians and managers.
  • Able to explain ways of working with team and line reports, motivating and developing staff.
  • Ability to demonstrate sound judgment and use of initiative.
  • Proactive, positive and enthusiastic attitude; approachable management style.
