Job Overview

Moorfields Eye Hospital is partnering with UCL to build a new Centre for Eye Health in St Pancras, London via a JDV (Oriel Estates Services). The new Centre is under construction and will open in summer 2027. It will provide a state‑of‑the‑art facility for eye health, clinical care and research.

This role will deliver a programme of small works, coordination and management to support equipping, operational adjustments, asset optimisation and infrastructure improvements during the early operational life cycle of the building. The FM Projects Implementation Manager will manage projects, engage building users, control risks, deliver operational improvements, and report to senior leadership.

Responsibilities

  • Develop a delivery plan for all minor works projects, including timelines, resource allocation and costs.
  • Coordinate (and potentially manage) minor works projects during the Operational Commissioning period.
  • Monitor project progress to ensure delivery within agreed budgets, schedules and performance targets.
  • Liaise with contractors and service providers regarding defects and remediation during liability period.
  • Ensure compliance with health and safety regulations and statutory requirements.
  • Maintain project documentation, governance records, risk registers and financial tracking.
  • Monitor contractor performance and enforce required quality standards.
  • Coordinate stakeholders to align project activities with operational requirements.
  • Identify risks and implement mitigation strategies.
  • Provide progress updates and reports to OES senior leadership.
  • Contribute to long‑term infrastructure improvement and asset optimisation strategies.
  • Capture lessons learned for continuous improvement.
  • Undertake additional duties relevant to the role as required.

Person Specification

Education & Qualification

Essential criteria:

  • APM Project Management qualification – PMQ at least.
  • Evidence of continued professional development and relevant specialist training.
  • Other Project Management qualification (e.g., MSP or Prince2).

Desirable criteria:

  • Degree in Construction Project Management, Engineering or Building Services.

Experience

Essential criteria:

  • Experience managing construction or infrastructure projects.
  • Experience managing multiple contractors and project stakeholders.
  • Experience delivering minor works or refurbishment programmes within a healthcare environment.
  • Experience managing project budgets and financial controls.

Desirable criteria:

  • Experience delivering minor works or refurbishment programmes within a life sciences environment.

Knowledge

Essential criteria:

  • Developed knowledge of projects in a healthcare building services environment.
  • Awareness of implications on complex plant, equipment and services, maintained through CPD.
  • Development of safe and efficient systems of work and processes.
  • Excellent knowledge of Building and Health and Safety Legislation, NHS HTM & HBN, and Life Sciences environments.

Skills and Qualities

Essential criteria:

  • Facilitate and coordinate multiple stakeholders within a complex environment.
  • Communicate clearly and concisely to non‑technical personnel.
  • Collaborate with colleagues in other departments using influence and negotiation.
  • Excellent organisational and prioritisation skills with delegation capability.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

Desirable criteria:

  • Proficiency in Microsoft Project.
