The Money and Pensions Service vision is better financial futures for everyone in need. The Money and Pensions Service (MaPS) is an arm’s-length body sponsored by the Department for Work and Pensions, established at the beginning of 2019, and also engages with HM Treasury on policy matters relating to financial capability and debt advice. We help people – particularly those most in need– to improve their financial wellbeing and build a better, more confident future. Working collaboratively across the UK, we make sure customers can access high-quality money and pensions guidance and debt advice throughout their lives, how and when they need it.

The Commercial Manager will provide full-cycle commercial support, with a particular focus on digital and outsourced services. The role sits within a Commercial team of approximately 18 people and forms part of a seven-person sub-team currently embedded within programme teams.

Key Responsibilities:

  • Sourcing: Use knowledge and experience to identify suitable frameworks and sourcing approaches, primarily for digital and cloud-based requirements, while also supporting wider professional services requirements. Articulate the benefits of identified routes to market and recommend the most appropriate option. Run award procedures that enable contracts to be awarded compliantly and at pace. Manage procurements in accordance with relevant procurement legislation, organisational policies and internal governance requirements.
  • Commercial Contract Management: Follow and maintain the contractual change process, ensuring changes are tracked where necessary and that the underlying cost model remains current and accessible. Lead financial negotiations for changes to existing contracts at the appropriate management level, ensuring agreements remain commercially advantageous and are appropriately documented and tracked. Review and amend contract documents, including service-level exhibits and statements of work, in line with agreed changes. Manage stakeholders effectively throughout the process.

You will need to demonstrate the following experience:

  • Essential MCIPS, IACCM/WCC or equivalent relevant experience or accreditation.
  • Solid public sector commercial experience, including selecting and using public sector digital frameworks efficiently and compliantly.
  • Proven track record of working effectively with service delivery teams, business managers and project managers to support the delivery of service objectives.
  • Strong and demonstrable senior-level commercial management experience, ideally with at least five years’ experience in similar roles.
  • Ability to run and/or supervise compliant and pragmatic sourcing activity at pace without creating procurement risk.

Flexible Working

At MaPS, we take pride in our flexible approach to work. As standard, we work on a hybrid basis with a minimum of 2 days in the office per month. Hybrid working is a voluntary, non‑contractual arrangement and our headquarters in Bedford will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business needs, but personal and other relevant circumstances will also be considered. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.
