The Senior Ecology (BNG) Officer role is an important position with the primary responsibility being to provide specialist advice and input for the delivery and implementation of Biodiversity Net Gain (BNG) in the Development Management function. The post holder will work within the Development Management team and also with other departments in the Council to achieve BNG objectives including our Planning Policy and Parks and Environment colleagues. Securing BNG delivery is a key objective of the role which will require input for monitoring and enforcement.
The role requires expert input on BNG requirements at pre-application, application and appeal stages. The Development Management team brings together officers with significant experience in the field of planning, including enforcement and tree specialists, who work collaboratively to protect and enhance the local environment while delivering new development.
What we are looking for from you:
We are looking for someone to join our team who is enthusiastic about the delivery of BNG through the development management function of Mole Valley District Council and can lead with their expertise and knowledge to achieve the objectives of the Council. You will have a positive and proactive work ethic, engaging with colleagues and applicants to secure the best outcome in BNG. The role will involve handling a caseload that includes providing advice at pre-application stage through to assessing BNG proposals contained in applications and monitoring delivery as secured by the permission.
You will have a deep understanding of legislation and national and local policy and a willingness to train and coach colleagues and Members in this area of expertise. We strive to provide a high level of customer service and ensure that we engage with applicants, developers, and interested parties.
The post holder must have a full driving license and an insured vehicle for business use for purposes associated with the role (which will include regular site visits). The role is full time, 37 hours per week with attendance at evening meetings if required, such as the Development Management Committee held once a month.
Driving License: Full clean driving license required (with access to vehicle for use for work purposes associated with the role).
Local Government Reorganisation (LGR): Mole Valley District Council is preparing for a major transformation through Local Government Reorganisation (LGR) which will come into effect on 1 April 2027. As we move toward LGR, we want to reassure all applicants that roles linked to Mole Valley District Council arrangements are in place to ensure that staff will transfer on existing terms and conditions to the new East Surrey Council.
