Moffatt & Nichol specializes in large complex waterfront infrastructure projects and is recognized as one of the worldwide leaders in this field. We are actively seeking an Onsite Project Engineer / Field Engineer to join us in February or March 2026. The successful Project Engineer will have structural, civil or construction engineering experience to support and provide on-site consultation and assist in technical solutions for a large U.S. Navy construction project in Norfolk Naval Shipyard in Portsmouth, Virginia. The project is a major Dry Dock 3 modernization to support the requirements of updated submarine classes and is expected to last approximately 18 months in duration with option for an additional 42 months for five years total. This is a fantastic opportunity to support a highly visible, major construction project for the US Navy’s Mid-Atlantic region!
Duties and responsibilities:
- Serve as a field project engineer working 5 days per week on site mainly in Portsmouth, VA to provide design post construction administration services.
- Assist the designer of record (DOR) in providing technical solutions to unforeseen conditions and aid in communication between the DOR and other stakeholders.
- Attend coordination meetings, safety meetings, and other meetings, serving on behalf of the DOR.
- Visit construction sites to monitor progress and perform Quality Assurance (QA) to ensure project is constructed per the plans and specifications. Notifies both NAVFAC and DOR of any quality issues requiring resolution.
- Assist in reviewing submittals and request for information; tracks progress and coordinates with stakeholders for timely completion.
- Provide a digital field consultation report of each visit.
- Perform other related engineering duties as needed.
Qualifications:
- Bachelor’s degree in Civil Engineering or related. Concentration in civil or structural engineering is preferred.
- 5+ years of structural/civil engineering design or construction experience.
- Professional Engineer license required.
- Availability to commence employment in February or March 2026.
- Experience with reviewing and understanding detailed construction plans.
- Field responsibilities will be 5 days per week (Portsmouth, VA) and hours are planned to be 7 am to 5 pm Monday through Friday; however, hours and days may vary due to construction requirements, weather, or daylight. Willingness to work from Moffatt & Nichol’s Norfolk, VA office on non-field days is preferred.
- Excellent communication and documentation skills with the ability to work independently and within a team.
- Valid driver's license in good standing; a company vehicle will be provided.
- Possession of or eligibility to obtain a Transportation Workers Identification Credential (TWIC).
- Possess DBIDS card or eligibility to successfully pass background check to secure Department of Defense DBIDS card and an unescorted NAVSEA Badge or other security clearances as required by the client.
- Due to client parameters, selected candidate must show (post offer) proof of U.S. citizenship and clear results of a thorough background check that may include but is not limited to credit and criminal history.
- All new hires will be required to successfully complete and pass a pre-employment (post offer) background check in compliance with NIST 800-171.
Working conditions:
The work takes place in the field and may be performed during inclement weather. Must be able to work on the job site typically from 7:00 am to 5:00 pm and in the office on non-field days from 8:00 am to 5:00 pm. Flexible hours may be required to accommodate the construction schedule and project requirements. Travel to other job locations or offices may also be required.
Physical requirements:
Majority of work is field based which may necessitate navigating unpaved or natural terrain while carrying equipment. Enduring inclement weather will also be required.
