  • Working towards or full membership of the Chartered Institute of Procurement & Supply (MCIPS) is desirable. Completion of the annual CIPS Ethical Procurement & Supply e-learning.
  • To have substantial experience in a procurement role across a range of categories, with knowledge of evaluating pre-qualification questionnaires to widen the supply chain and experience of tendering and evaluation. Public Sector experience is preferrable
  • Experience of applying procurement policy to project scenarios, whilst knowing when to refer queries upwards.
  • Can demonstrate capability of leading or participating in tender evaluations to identify a fair and compliant result that demonstrates value for money.
  • Experience of procuring using JCT and/or NEC3 contracts is beneficial.
  • Experience of e-tendering software would be useful, but not essential.
  • Experience of maintaining project electronic records and databases to produce quality management information for reporting to the Management Board.
  • Ideally started, and preferably completed, the Government Commercial Function's Transforming Public Procurement training via the Government's Commercial College Qualification(s) or experience, ideally in business administration or equivalent.
  • Proficient IT skills with a thorough knowledge of MS Office packages.
  • A good understanding of corporate governance compliance, risk and control in a property and procurement environment.
  • Has excellent written communication skills, can produce work that is clear, accurate and appropriate for varied audiences. Skilled at report writing and able to communicate complex information to non-specialists.
  • A confident communicator with natural interpersonal skills and able to engage with varied audiences and has the ability to develop a rapport with colleagues and contacts, utilising negotiating and influencing skills to produce a positive outcome.
  • Works well in a team and is consistently helpful, supportive and respectful. Can adapt easily to different ways of working and work effectively with a wide range of people.
  • Experience of supporting procurement team members and working collaboratively to deliver procurements or goals.
  • Possess a good eye for detail in preparing and peer reviewing tender documents. Able to interrogate data to spot inconsistences and irregularities as part of the governance and audit process.
  • Excellent planning skills and the ability to effectively organise a varied and reactive workload. Can plan and prioritise tasks and activities to deliver outstanding results.
  • Has a flexible approach to work and can readily adapt to meet changing requirements.
  • Benchmarks externally to have a direct understanding of sourcing new suppliers from the marketplace whilst driving existing to improve their performance and delivery.
  • Experience of delivering procurements and contracts at a pace and providing feedback to key stakeholders (including suppliers) with a view to maintaining continuous improvement.
