Project Manager - Local Government Reorganisation

Local Authority in South East

Flexible / hybrid working | County-wide travel required

A council in the Oxfordshire area is looking for an experienced Project Manager to support the delivery of key projects across the organisation.

This role will play an important part in helping the Council deliver projects that support strategic objectives, improve services and strengthen business readiness for change.

You will be responsible for planning, coordinating and delivering projects from initiation through to completion, ensuring work is delivered on time, within scope and budget. This will include managing project plans, risks, issues, governance, reporting, documentation, stakeholder engagement and benefits realisation.

You will work closely with internal and external stakeholders, operational leads and delivery teams to ensure projects are well managed, clearly communicated and aligned to wider organisational priorities.

Key responsibilities will include:

  • Developing detailed project plans, defining scope, deliverables, resources, budgets and timelines
  • Leading project teams through the full project lifecycle, from scoping and design through to delivery and completion
  • Managing risks, issues, dependencies and project performance
  • Establishing appropriate governance, assurance and reporting arrangements
  • Producing clear project documentation, business cases and benefits realisation plans
  • Supporting business readiness, service improvement and change management activity
  • Managing project budgets and financial reporting
  • Building strong relationships with internal and external stakeholders
  • Ensuring compliance with council policies, procedures, financial controls and statutory requirements

The ideal candidate will have:

  • Strong project management experience, ideally within local government or the wider public sector
  • Experience delivering multiple projects within a defined portfolio
  • Good knowledge of project management tools, methodologies and documentation
  • Strong stakeholder management and communication skills
  • Experience of risk, performance, budget and financial management
  • The ability to operate in a politically sensitive environment
  • Experience supporting change management and business readiness
  • A relevant qualification or equivalent experience, such as PRINCE2, Lean, MSP or 5-Case Model
  • A commitment to equality, diversity, inclusion and continuous improvement

This is a strong opportunity for a delivery-focused Project Manager who can bring structure, pace and confidence to complex council projects, while supporting better outcomes for services and residents.
