My client is seeking an experienced and driven Pre-Construction Manager to lead the successful development of refurbishment, retrofit, decarbonisation and asset improvement projects from initial enquiry through to contract award. About the Role

As Pre-Construction Manager, you will be responsible for managing all pre-construction activities, ensuring high-quality, commercially viable and compliant submissions that support the continued growth. Working closely with clients, consultants, operational teams and supply chain partners, you will lead bids and tenders across a diverse portfolio of social housing refurbishment, retrofit and decarbonisation programmes.

Key Responsibilities

  • Lead and manage the pre-construction process from opportunity identification through to contract award.
  • Coordinate tender submissions, pricing strategies and programme development.
  • Develop strong relationships with clients, consultants and stakeholders.
  • Work collaboratively with estimating, commercial and operational teams to deliver winning solutions.
  • Manage risk assessments, value engineering opportunities and project feasibility reviews.
  • Support the growth of retrofit and net-zero carbon programmes within the social housing sector.
  • Ensure all submissions meet client requirements, quality standards and business objectives.

About You

We are looking for a motivated professional with:

  • Significant experience within pre-construction, estimating, quantity surveying or bid management.
  • A strong understanding of social housing refurbishment, retrofit and decarbonisation projects.
  • Excellent commercial awareness and stakeholder management skills.
