Pre Construction Manager
Housing Partnerships Planned Maintenance Retrofit Decarbonisation
My client is seeking a commercially astute Head of Pre-Construction to join its growing Housing Partnerships team.
This is a pivotal leadership role, managing the pre-construction process across planned maintenance, retrofit and decarbonisation projects within the social housing sector. Acting as the link between clients, operations, commercial and bid teams, you will play a key role in securing, shaping and mobilising projects for successful delivery.
We're open to candidates from a variety of backgrounds, including Managing Quantity Surveyors, Commercial Managers, Operations Managers, Bid Managers and Pre-Construction professionals who possess strong social housing experience and a commercial mindset.
Key Responsibilities
- Lead the bid and pre-construction process from enquiry through to contract award.
- Work closely with operational, commercial and bid teams to develop winning solutions.
- Build and maintain strong client relationships throughout the customer journey.
- Ensure opportunities are commercially viable and accurately costed.
- Support the delivery of planned maintenance, refurbishment, retrofit and decarbonisation programmes.
- Drive continuous improvement across pre-construction activities.

- Proven experience within the social housing sector.
- Strong understanding of planned maintenance, retrofit and decarbonisation projects.
- Commercially focused with excellent financial awareness.
- Able to engage confidently with clients, stakeholders and internal teams.
- A natural leader capable of bringing teams together to achieve successful outcomes.
