Overview
Join MJ Quinn as the RESOURCE OPERATIONS MANAGER. This senior leadership role focuses on operational planning and forecasting across FTTP and Copper workstreams for Openreach, ensuring accurate volume forecasting, optimal resource allocation, and real-time responsiveness across multiple regions. You will oversee the Planning and On-the-Day Control teams.

Responsibilities
- Forecasting & Strategic Planning: Own the end-to-end forecasting process for FTTP and Copper volumes using historical data, Openreach rolling forecasts, and regional trawl ratios.
- Collaborate with Openreach to interpret and respond to 6-month rolling forecasts.
- Lead the development of weekly and monthly lockdown plans aligned with Openreach’s volume commitments and SLAs.
- Drive productivity and work with the Operational Management team to maximize opportunities for efficiency.
- Team Leadership: Manage and collaborate with the Strategic Resource Manager and Planning team responsible for pre-day allocation, route optimisation, and regional scheduling; work with the On-the-Day Control team for real-time adjustments, incident response, and service continuity; respond to escalations.
- Foster a high-performance culture focused on accuracy, agility, and continuous improvement.
- Operational Excellence: Monitor and improve trawl ratios, bias settings, and completion rates across all work types; ensure fair and efficient allocation of work volumes across regions and partner teams; drive the implementation and optimisation of planning tools and systems (e.g. Total Mobile, Optimise).
- Stakeholder Engagement: Act as the primary liaison with Openreach for forecasting and planning matters; provide regular updates to senior leadership on forecast accuracy, resource utilization, and delivery performance; support commercial and contractual discussions with data-driven insights into volume trends and capacity.
Qualifications
- Proven experience in strategic resource planning within telecommunications or a similar field.
- Strong understanding of FTTP and Copper delivery models, including Openreach operational frameworks.
- Demonstrated leadership of multi-disciplinary teams, including planning and live control functions.
- Advanced analytical skills with proficiency in forecasting tools, Excel, and planning software.
- Excellent communication and stakeholder management skills.
Desirable
- Experience working directly with Openreach or within its supply chain.
- Familiarity with trawl ratios, lockdown planning, and rolling forecast methodologies.
- Knowledge of Total Mobile, Optimise, or similar workforce management platforms.
